I support the hon. Member who said that maybe we made a mistake by adopting a presidential system of government. If you look at the responsibilities that we have, sometimes we need Cabinet Secretaries in Parliament so that they can understand the plight of our people. Speaker, I want to end by echoing another issue which the Mover had raised, and this is the question of Parliament or the committees of this House having the same powers as those of the High Court. I think this is also another opportunity where we can comprehensively look at those powers that the Constitution has vested in this House. My serious support to this particular Bill is because we need to have fertilizer factories in this country. For a long time, we have been importing fertilizers and we are the greatest consumers of fertilizers. Why can we not have factories that can actually manufacture fertilizers in this country and allow farmers to access fertilizers at the right time?

When we establish the board, we need to do so objectively. We should know very well that our farmers need our support and consideration. As we speak now, there are several areas which are lacking fertilizers; areas which are actually engaging in farming. They want to plant right now, but there is no supply of fertilizer just because, the fertilizers which are there are kept in a particular depot or depots and so, most of the people cannot access it. people were going through. You look at the recommendations and you see nothing. These people spent a lot of money. They went to Mandera and other places only to come back with a Report that does not even give a single recommendation. We are again sitting here spending taxpayers’ money to discuss a useless Report. The Committee should be asked to go back and give recommendations on what should be done.
