Hon. Speaker, I have not said the British Commissioner but I have said that the previous Commissioners tended to lean towards the customs and cultures of the white man. They forgot that they were born in Africa and they needed to defend---

Hon. Speaker, I just want to clarify my statement and not withdraw it. We have heard people talk about other people’s traditional activities and claim that they were part of military training activities yet it is their culture. It was presupposed that the members of this Commission would be prudent enough to explain to all that these are African cultures and traditions. I do not need to withdraw. I only need to tell the hon. Member that, maybe, when she was a Commissioner she missed part of the fun that other Commissioners had while coaching witnesses and giving out information ...

Thank you, hon. Temporary Deputy Speaker. I would like to correct the pronunciation of my name. I am Johana Ng’eno Kipyegon and not Kipyon. Anyway, thank you. I would like to say that I stand to support this Motion so that we can have a working PSC. Although we have hon. Members already in the Commission, we need those two persons to be there also. Hon. Temporary Deputy Speaker, I only want to make one request to the Commission. As you all know, we have one channel that is serving both the Senate and the National Assembly. My request to ...

Hon. Temporary Deputy Chairlady, my opinion is that we should not define who is supposed to be there if quorum is to be met.

Thank you, hon. Speaker, Sir. I stand on a point of order. I never wished to interrupt my friend but I want to know if it is in order for him, as a member of that Committee who never actually showed that he had any dissent, to come and disown the very same Report in the House.

Thank you, hon. Temporary Deputy Speaker. I am not going to take a lot of time since the mood of the House is for this particular Bill to be moved. From the outset, I want to thank the Members who have made serious contributions to this amendment and to this particular Bill. I must also say that I want to appreciate all others who also have registered their consent especially on the fact that maybe they imagine the intention of this amendment is to actually mutilate the report. I do not The electronic version of the Official Hansard Report is ...

believe the intention of the Committee Members who sat and actually made the proposal for this amendment intended to mutilate the report. Our intention was to allow Kenyans through Members of Parliament to ventilate this report and not to actually remove other people’s names. I want to urge all Members to allow this report to come to this House and to support this particular amendment so that we can at least know and understand the matters which were actually investigated and looked into. This report is meant to heal this country and bring the truth. It actually gives us an ...

Hon. Temporary Deputy Speaker, I would also want to contribute and support this Bill. This Bill, like my colleagues have said, came at a time when we are approaching the celebration of our 50 years and at a time when we are discussing who should be recognised as heroes. We have seen the list of the people who have been proposed to be celebrated at our 50 years celebrations and without doubt, not all is good. Even the format that was used to select those people is not right. The formation of the Council will cure that issue. We were ...
