  • 8 Jun 2021 in National Assembly: exactly what happened and the actions that were taken. We should take it as our business to look at this Report and find out what happened and what has been done. Make it a priority in terms of reallocating resources this year and the coming years. We can be a House that is basically a rubber- stamping institution. Coming back to the Budget, every State department receives budget ceilings from the Treasury. Whether the MDA is important or not - although I believe most of them are - there is no deep scrutiny on what priority institutions are. When you ... view
  • 8 Jun 2021 in National Assembly: When it comes to public debt, the main reason it increases is because we over-budget. We budget for debt. In this country, we collect revenue of about Ksh1.7 trillion, but the budget is in the region of Ksh3 trillion. So, we budget to borrow money. At the end of the day, we have a budget deficit of more than Ksh1.2 trillion. If that is the case, how do you tell government not to borrow if they deliberately budget to borrow and we pass such a report in this House? Can we sometimes not be sensible and say we need to ... view

  • 11 Mar 2021 in National Assembly: Hon. Speaker, the Chairperson has had an emergency. His mother has had an accident so, he has rushed to Eldoret. He is trying to catch up the afternoon flight. So, he requested that the House gives him leave. We will respond to this issue in two weeks’ time. view
  • 11 Mar 2021 in National Assembly: Hon. Speaker, the Chairman will get in touch with the relevant ministry to find out what can be done. You know the Foot and Mouth Disease (FMD) is one of the notifiable diseases which means it is very dangerous and spreads very fast. So, the ministry must do something about this although it all boils back to the support to the ministry, especially support to KEVEVAPI view
  • 11 Mar 2021 in National Assembly: I understand the situation. It is not only the Foot and Mouth Disease. There is also an outbreak of the Lumpy Skin Disease (LSD). There is another one called Contagious Bovine Pleuropneumonia (CBPP). So we have a serious problem in this country. view
  • 11 Mar 2021 in National Assembly: Thank you, Hon. Speaker. We are sure something is happening. We need to find out exactly what is happening at the Ministry and at KEVAPI. Not that I have any different information, but notifiable diseases cannot be left to ravage our livestock. I know something is happening, so we will get the correct report in the shortest time possible and circulate it to Members. view
