  • 8 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to speak to this very valuable topic. I stand to support the Adoption of Sessional Paper No.7 of 2016 on the Mining and Minerals Policy, laid before this House. The mining industry has been quite disorganised in this country. We do not even know what we have because exploration is done haphazardly and there is no systematic way of mining because we do not have a guiding policy. We need to know exactly what we have and map out those potential areas of mining possibly through a policy. Also, there has ... view
  • 8 Nov 2017 in National Assembly: that will guide them on what they need to do and also clearly explain what the Government is supposed to do. Hon. Temporary Deputy Speaker, we are in the age of transformation. We would like to use every resource to transform this country. Mining is one of the industries we need to explore so that we may understand what kind of resources lie underneath. You can use these resources to develop our country. We have reached a point where we need to grow the country and, therefore, we need all the resources. The other issue that is important is the ... view
  • 10 Oct 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to speak. I will take just two minutes for the purpose of addressing one issue that I thought was not quite articulated in the debate that ended - the issue of timeliness of the coming repeat presidential election and the fact that it has been discussed a lot out there. If you remember, there have been amendments to the electoral law just before elections. I have in mind the amendments of 2007 and 2013 among many other times. Prior to elections, everybody participates in amending the electoral laws. People ... view
  • 10 Oct 2017 in National Assembly: personal interests or interest in winning the presidential seat. This time round we are speaking as Kenyans. We are not amending the electoral laws because of our own interests but because of the interests of the country. We want to correct the mess that is in the electoral laws, which led to the nullification of the presidential election of 8th August 2017. This time round, the Members of this House are very clear and articulate. The levels of anxiety are very low. They have taken time to look through these amendments and what they are saying is that it is ... view
  • 28 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for the opportunity to contribute on the matter at hand. I fully agree with the Mover of the Motion that it is important for us to have this ad hoc committee to look into the matters of the Budget and provide resources for the IEBC to run an election and give Kenyans an assurance that they will give us a good election this round. view
  • 28 Sep 2017 in National Assembly: I support this particular Motion. As we pass the list of the Committee Members, I would like to seek knowledge of the criterion which was used to select the Members because I do not know. If it is regional balancing, I am wondering whether it is reflected on the list. I do not think that the former provinces are reflected in this particular list. I believe there must be a good reason to have regional balancing in some of these issues. It is good to look at how we can make sure that every part of Kenya is satisfied with ... view

  • 27 Sep 2017 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker. Congratulations for securing that position for a second time and also for having been re-elected by your electorate for a second time. It means you did a good job. I note the importance of this treaty. It is important because it seeks to guide us in the management of water resources, that is, from the East African nations all the way to the Mediterranean Sea. The CFA provides principles of management of the water resource without which we would basically mismanage that particular resource and, therefore, not utilise it adequately. It is, ... view
  • 27 Sep 2017 in National Assembly: Basin Cooperation Agreement aware that unless we are guided by agreements, we may not relate well with our neighbours, and we may not be able to manage the natural resources better. Thank you. view
  • 27 Sep 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Congratulations for being elected to that position. I am very confident that you are going to serve Kenyans and this House in particular, to the best of your ability. I stand to contribute to the debate on the adoption of the Sessional Paper, as moved this morning. The heath sector is important in this country. All of us rely on it to grow as a nation and to even contribute effectively to national development. The Sessional Paper itself is concerned with improvement of the overall status in this country. That is basically what we ... view
