  • 20 Mar 2018 in National Assembly: Thank you very much, Hon. Speaker. I contributed at a very late hour for two minutes. view
  • 20 Mar 2018 in National Assembly: Hon. Speaker, I will not say what I said the other day. view
  • 15 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to add my voice to those who have spoken before me on this very important Bill. Nairobi City is growing and according to the statistics, it will become a very large city. That is why we need to control our transport system. We tried to organise the transportation The electronic version of the Official Hansard Report is for information purposes only. • 15 Mar 2018 in National Assembly: using the Executive orders at the ministry level and it has not worked. Maybe, what we need is legislation and this is the right time to have it. view
  • 15 Mar 2018 in National Assembly: Many major cities always operate in an orderly manner. Being the capital city of Kenya, we would like visitors from outside this country to come and find order in this city and, therefore, be able to move around without a lot of impediments. We hope and believe that this Bill is also going to condition the way the transport system is applied, especially when it comes to the management of the different types of transport. I have in mind the emergency efforts, especially when we have to transport water from one point to another or when we have fire brigades ... view
  • 15 Mar 2018 in National Assembly: In most cities, you will realise that there are designated emergency routes. I believe this Bill has taken that into context and if not, I think it is high time that it considers it. When it comes to fetching water in an event of an emergency, there are those hydrants. You will find along the roads there is a pillar written “H”. That means a hydrant. That is where you can easily get some water to take to an emergency point. I believe that is also going to be taken into context. view
  • 15 Mar 2018 in National Assembly: We need to have serious penalties because of deliberate refusal by most of the people who use roads in Kenya, especially in the metropolis to observe traffic rules. They should stop driving on the pavements, in the opposite directions and driving anyhow. view
  • 13 Dec 2017 in National Assembly: Thank you, Hon. Speaker, for the opportunity to speak on the Motion at hand. I would like to bring to the attention of the House the substandard documents being tabled in this House. There was a Private Member’s Motion this morning that among other things did not realise that some laws made in this House have been done away with. The Motion was talking about the Kenya Sugar Board. We did away with the Kenya Sugar Board in 2015. So, we are talking about things that are not correct in this House. Whoever is behind the drafting is not taking ... view
  • 13 Dec 2017 in National Assembly: I stand to oppose this Bill with reasons. Number one, we are not very clear who building surveyors are. We need to be very clear who they are and where they are anchored in the Kenyan professional lines. We also need to be very clear on what exactly will be done to them and The electronic version of the Official Hansard Report is for information purposesonly. • 13 Dec 2017 in National Assembly: whether this Bill has followed the right procedure. We know money bills follow a certain procedure. If it is a money Bill, I am very sure that there must have been some consultations. We need to be very clear since it is coming for Second Reading. We need to know whether this Bill has been properly adjudicated by the different committees of responsible persons to ensure it is here in its right condition, and we can give our contributions. view
