They were all negotiated and the chairs of the various committees gave us the reasons they thought were necessary to reallocate. Even where we made proposals as a committee, it was very well discussed with the departmental committee chairs and agreed upon. The other issue that is important to note is the huge reallocations that we did in respect of money that could be better used in other areas other than being misused. We even got money from the National Treasury. Around Kshs4.87 billion is reallocated which is something that has never happened in this country. If it came later than now, it would not have had the same impact it has right now. The Speech came after the historic handshake, and hon. Members have already had their own private handshakes. I came from Tigania West this morning and I ran away because the situation is impossible for me to handle because the effects of the rains are too much. There are floods all over, people have lost property, houses and livestock. They have been displaced. There is destruction of infrastructure and bridges have been washed away. They have never lived in such conditions and so they do not know what to do. Another issue which is devastating is the fact that the effects will last longer because crops have been destroyed by the extended rains.
