In view of what the professionals in the House are saying, I stand to oppose this Bill. I would like this House to be given an opportunity to have a better drafted Bill that is very clear, and is able to give us proper information that we can act upon so that we pass something that we can stand by.

This Bill comes up in support of or soon after we have passed a policy on land use. The policy on land use recognises investment, assignment value and also the need to place penalties on land use that is not properly taken care of. I come from the background that our land is diminishing - especially the potential land in this country. We have cities and towns growing towards the agricultural land. There are certain provisions I may need to specifically mention within the amendment itself that may need the scrutiny of the House. Therefore, there is no case in point to bring out a county as having been erroneously allocated money which is not supposed to be true here.
