  • 13 Dec 2017 in National Assembly: In view of what the professionals in the House are saying, I stand to oppose this Bill. I would like this House to be given an opportunity to have a better drafted Bill that is very clear, and is able to give us proper information that we can act upon so that we pass something that we can stand by. view
  • 13 Dec 2017 in National Assembly: I oppose the Bill, Hon. Speaker. view
  • 13 Dec 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for the opportunity to contribute to the Physical Planning Bill (National Assembly Bill No. 34 of 2017). This Bill has come at the right time because physical planning basically provides for the special framework for economic activities. What has been happening in this country is that we have done things without necessarily looking at the future of the developments that will take place way after we are done. We plan land because land is a very scarce resource and land has different values based on where it is. This Bill has come up as an ... view
  • 13 Dec 2017 in National Assembly: This Bill comes up in support of or soon after we have passed a policy on land use. The policy on land use recognises investment, assignment value and also the need to place penalties on land use that is not properly taken care of. I come from the background that our land is diminishing - especially the potential land in this country. We have cities and towns growing towards the agricultural land. At some point in time, we might not have agricultural land in this country if we look at land on face value. This Bill comes in to occasion ... view
  • 30 Nov 2017 in National Assembly: Thank you for the opportunity to contribute to this amendment, Hon. Temporary Deputy Speaker. I find the amendment quite in order in terms of its contents and context. There are certain provisions I may need to specifically mention within the amendment itself that may need the scrutiny of the House. I am looking at the compostion or the establishment of the investment board. It is a good idea. It is good to have the investment board for purposes of managing public funds and public investments. But, it is better we fully separate the management of the assets from the body ... view
  • 29 Nov 2017 in National Assembly: Thank you, Hon. Deputy Speaker for giving me the opportunity to contribute to this important Motion. Designated emergency routes are important in cities and other congested urban centres. The situation in this country is dire because many things happen and we are unable to respond to emergencies as fast as we should. We need to reach the means to support an emergency response initiative as quickly as possible. In most cases, our roads are congested. Motorists rarely give way to emergency vehicles. The emergency vehicles we are talking about include police vehicles on emergency mode, ambulatory care vehicles and fire ... view
  • 29 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to support this Motion and basically to respond to the Member who has just spoken. I come from Meru County and I would like to take the Members step by step on the process of coming up with project funds and how project funds are allocated. You realize that most of this money we are talking about today is under Part II of the Fourth Schedule of our Constitution in terms of the devolved programmes or the devolved activities under devolution, agriculture, medical services and others fall under Part ... view
  • 29 Nov 2017 in National Assembly: So, these are specifically tailored towards some of those areas. Therefore, there is no case in point to bring out a county as having been erroneously allocated money which is not supposed to be true here. The recent matters that you heard, there is serious planting in parts of Meru County. It was not in a position to respond to many of those issues. Meru County has not been a serious subject to funding but, unfortunately, this time round, it was. Secondly, there was no money in the county as it is in all other counties. Therefore, because some of ... view
  • 8 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this Motion. Before I support the Motion, because that is what I stood to do, I would like to first of all condole with the family, friends and the people of Nyeri following the loss of their governor, who was really a prominent Kenyan, who died yesterday. I would also like to join the other Members of Parliament as well as the people of Meru to condole with the family of the late Hon. M’Mbijiwe who is an icon on development within the Meru region. I would also ... view
  • 8 Nov 2017 in National Assembly: supported like other Kenyans. Two days ago, several families lost everything they had. We even had some people dying. And after reporting this matter, up to now, no action has been taken by the Government. We would like to know exactly what we should therefore do, now that we are not even getting the necessary support from the Government. I would also like to reiterate that what is happening on social media is likely to break this country into pieces. Even if we have differences, we should not bring them to such an extent that we wish people death. What ... view
