  • 24 Oct 2018 in National Assembly: urban. This Motion should fix the amount of land that should be set aside for a school in view of the possibilities for growth and development and increase in populations. Our country is young. We are growing in both numbers and institutions. As we grow, we take up the available space. As we focus on the space that we need to take, we need to have policy guidelines that will help us grow without limiting the possibility of space. Even if we talk about compulsory acquisition and the Government has the muscle to compulsorily acquire land, it does not mean ... view
  • 23 Oct 2018 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity to contribute to this Bill. Warehouse receipt system consolidates products into a warehouse. A warehouse is a large unit or a building. It can also be considered as a store. In agricultural terms, a warehouse is supposed to house agricultural products. Warehouses should not be confined to agricultural products only but any products of any nature. So, warehouse receipting is a system of capturing products in a warehouse. First of all, the kind of product to be taken into a warehouse is determined then there is cleaning, grading and ensuring the ... view
  • 23 Oct 2018 in National Assembly: increase productivity, we shall increase money to the farmer. Once the money to the individual farmer is increased, we shall grow the resource base of our people. Warehouse receipting comes with many advantages. It is not only going to enable the national Government to make its statement in investment promotion, but it will also help county governments to implement investment promotion conventions. Different county governments will have an opportunity to say what they can do best based on the experience of how much is contained in their warehouses and the growth potential that is realised in terms of what is ... view
  • 17 Oct 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this Report. The Report comes in as a very realistic and cross-cutting piece of information. I would like to congratulate the Committee that did this Report because of the level of detail in which they have actually covered and also the level of inclusion of the various issues that are highly cross-cutting in very many constituencies in this country. Although the Report is about Nairobi County and constituencies within Nairobi County, we realise that some of these issues are very common across the country. I would ... view
  • 17 Oct 2018 in National Assembly: the key issues we need to realise, which comes up in this Report, is the nature of the collaborative approach in implementation of NG-CDF projects. The NG-CDF committees that have been appointed at the constituency level overseen by Members of Parliament cannot work alone because they do not have all the machinery and mechanisms to work alone. They can only work in collaboration with the Government. The process of managing this fund is, first of all, they have to come up with the projects that have got to be done within a constituency. These projects are submitted as a plan ... view
  • 17 Oct 2018 in National Assembly: There is an issue that has come out, which I think is notable. This is the issue of assets transfer upon split of constituencies. We also have possibilities for merging of constituencies. We need to have procedures for asset transfer or asset consolidation. This issue comes out across the entire country. It needs to be looked into very seriously. Even as I support the adoption of this Report, I would like to support what the previous speaker has said. She has clearly indicated that the Board is interim. This is one country where the interim phenomenon is becoming permanent, which ... view
  • 30 Aug 2018 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity to contribute to this Motion. I have listened to the conversations in this House this afternoon and I will apply my background to make a statement. I have worked in public service and the private sector. I was a Chief Executive Officer (CEO) for more than 14 years. I have employed many people. I was in the employment sector. When we talk about relevant experience, it must be in tune with the requirement of the job. If you do not employ a person who has the correct experience and background, the ... view
  • 30 Aug 2018 in National Assembly: I have looked at this Report very keenly. I note the reasons that the Members have given for purposes of rejecting this particular nominee. I stand to ask the House to note that this list does not reflect the map of Kenya. If you look at the names here, they are from certain regions. We have passed many names for commissions and appointments in this House. Whenever we pass these names, we look at the regional balance and the map of Kenya representation. This list does not reflect that. I want to particularly point out that there is nobody from ... view
  • 30 Aug 2018 in National Assembly: Although I support the approval of this particular Report, I would like to caution that in future, we need to look at how we do business in this House. It is turning out to be a House of dishonour instead of honour. Individuals are pushed through for employment and recognition which is very wrong in this House. I believe that Parliament is the end and it does the oversight role. We cannot execute that mandate when we are biased. There is a lot of bias in this particular Report. That is why we are saying that even if we approve ... view
  • 30 Aug 2018 in National Assembly: I do not support this Report fully. I only support the nomination of Hon. Dalmas Otieno. Thank you, Hon. Speaker. view
