As we reflect back on the development order, intervention units have been groups. For a very long time, even when we used to have training and visiting approach in extension, it was evaluated and found to be unsustainable because you cannot visit every individual. When the group is not a legal entity, then we have a problem. So, it is important for us to look at this law and see how we can make it comprehensive to take care of groups. Hon. One, we know where we came from, we know what happened and we need to correct it. I am a member of the Committee and I want to reflect on the past year when we discussed matters about sugar and the kind of experience we went through. There are different types of sugar depending on the purpose or the user of that particular sugar when it lands in this country. We do not have to say “must appoint” even if it is a few days remaining. So, “may” there does not necessarily mean that he should not appoint. view

If you look at the tea industry, most of the directors appointed by farmers become complacent over time. They are bought off. In fact, 95 per cent of Isiolo International Airport is in Tigania West. So, the climatic condition or the agroecology of Tigania is that of Isiolo. As a country, we train our children, from a very young age, that we are democratic. Being democratic is in practice and not in theory. Only when democratic practice is exercised across the ranks will they learn how to also conduct democracy. When students are curtailed to participate in an electioneering process because of any reason, then we are curtailing democracy and that is not in line with our Constitution. In order to practise and implement our Constitution, we need to offer democratic space. I ... view
