  • 22 Dec 2021 in National Assembly: Hon. Deputy Speaker, yesterday, I did rise in my place and requested that this Committee admits a report to this House procedurally following the provisions of Article 118 of the Constitution that requires us to have public participation. From the Chair, yesterday, you said that public participation cannot be seen to be a cosmetic affair. Yesterday evening, the Departmental Committee on Justice and Legal Affairs met. This is a House of records, Hon. Deputy Speaker. If we went... Hon. Deputy Speaker, allow me to make my point. view
  • 22 Dec 2021 in National Assembly: Hon. Deputy Speaker, there is no consideration of memos that came in yesterday and we cannot say that we have done conclusive public participation. view
  • 21 Dec 2021 in National Assembly: Thank you very much, Hon. Deputy Speaker. I do rise because of the business that we are just about to get into. I rise to seek your guidance on whether the business we are just about to transact is in the House procedurally. I am in possession… view
  • 21 Dec 2021 in National Assembly: Hon. Deputy Speaker, I am in possession of a newspaper advert by a Committee of this House. It was carried on 7th December 2021, inviting Kenyans to a process of public participation on the business that we are just about to undertake. The 21-day period, after 7th December, expires today at 5.00 p.m. There could be a Kenyan from Dagoretti who may be having a memorandum he may want to present to the Committee. He could be presenting it to the Office of the Clerk right now. I am wondering whether we are in order to transact the business of ... view

Pursuant to Standing Order No. 44(2) (c), I request a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding incomplete road projects and sub-standard workmanship in road construction in Dagoretti South Constituency. In the year 2019, the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works initiated a project of the construction and rehabilitation of up to 400 kilometres of roads, mainly in informal settlement areas in the Nairobi City ... view
  • 23 Nov 2021 in National Assembly: was intended to upgrade the roads to cabro and bitumen standards. The cabro roads were to benefit the densely populated areas, mostly in the informal settlement areas, in Dagoretti South Constituency, particularly Riruta, Waithaka and Ngando. The construction of the said road projects commenced in January 2020. However, the contractors have ignored some of the basic engineering principles in the construction of these roads such as the standard width of a road, the drainage system, the ground preparation, the quality of the construction materials and the coordination between the contractor, the fore persons and the implementing agency, amongst other issues. ... view
  • 11 Nov 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute. I want to first say a big thank you to this Committee and also commend the Chair for taking time, after a very long trip, to very ably move a very important Report this afternoon. This is a good Report. I want to support it. There is someone by the name of Barry Commoner who I want to associate myself with. He says that environmental pollution is an incurable disease, we can only prevent it. When some of these things we call degradation of the ... view
  • 11 Nov 2021 in National Assembly: that the recommendations that have been made by the Committee are actually very lenient and should be followed to the letter, failure to which more drastic action should be taken. I saw a report by one Mr. Shadrack Kithia who was writing a report for his thesis for his postgraduate programme. It was about the pollution downstream the Athi River. We understand that most of our water sources are more in the North and West of Nairobi City. We are being told that the moment you get to Athi River City, the quality of water degrades to such a level ... view
