I said some of the offenders of human rights are very high ranking officials, institutions and entities. One of the biggest offenders of human rights is the State itself. For example, we recently realised that the State had been competing with COVID-19 in killing its own people. The number of people who were killed during the periods of lockdown, cessation of movement and curfews competes with the number of people who were killed by the COVID-19 pandemic. I am in full support of this Bill. I urge some of our honourable ladies who may be having a small contestation on the issue of gender to understand that the proliferation of commissions in this country does not work in their interest. In fact, it works to counter efforts they have tried to make. Let us mainstream issues of women, the youth, the marginalised and people living with disabilities. Hon. Temporary Deputy Speaker, finally, there is a matter I brought to this Committee and it was well handled. I pray that this House and the relevant institutions that are mandated by the Constitution take up the Petition that I brought to the Committee and do as was prescribed by the Committee on the issue of our esteemed civil servants who retire without benefits, making it so dangerous to work in some of these offices that the President appoints citizens to so that we make the public service not a career killer but a career builder.

Thank you very much, Hon. Deputy Speaker. I rise to boldly say that this House can do more than just read from the book of lamentations. My contribution to this Petition is that as the Committee prosecutes this matter, it should also look for provisions in law that we should amend or new laws that we should create so that we are able to assign personal culpability on individuals, because the Government is a faceless agency.
