Hon. Speaker, it is an honour to find myself some space in the Chamber of Muthaiga and not in the ghettos the night shifters find themselves.

Hon. Temporary Deputy Speaker, this opportunity to contribute is much appreciated. I would like to say that I support this Care and Protection of Older Members of Society Bill. I thank the Senate for coming up with this extremely timely Bill and also commend the Departmental Committee on Labour and Social Welfare for channeling this through, to get to this level where we are debating and hopefully pass it. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor.

This is a Bill that seeks to give effect to Article 57 of the Constitution. It goes without saying that the Constitution of Kenya 2010 envisaged a situation where all human rights are taken care of for each and every individual. However, we realise that as people age, their needs become a bit more special. Traditionally, we viewed things differently. In the African set up, there was so much respect given to older persons. In fact, it was considered that the older you get the wiser you were to become thus being a custodian of culture and a custodian of ...

Whether it is handiwork or beadwork, the old people get to participate. However, they are not institutionalised. So, the people of the great Dagoretti South Constituency still have the role of taking care of their elderly without institutionalising them. So, even as we think about how to form these institutions, I do believe that there are designated centres where we can have our older people, which are not necessarily live-in centres. The live-in centres should then be left for the very dire and desperate cases of people who do not have families that they can call their own. We do ...

Finally, Hon. Temporary Deputy Speaker, this Bill seeks to combat the abuse of older members of society. As age progresses, abuse also morphs into a special kind of abuse. A number of abuses that our older people go through have been listed here by various speakers who have contributed to this Bill. Some of the abuses that we do not think about more often are even leading to earlier deaths of our older people. An example of such abuse is inheritance. These old people have worked all their lives to get what they call their own. We have seen cases ...

Thank you very much, Hon. Speaker. I rise to ask Question No.40 of 2019 by Private Notice. This Question is directed to the CS for Interior and Coordination of National Government. (i) Could the Cabinet Secretary explain why registration clerks who were involved in the National Integrated Identity Management System, popularly known as Huduma Namba, registration exercise are yet to be paid in full almost five months after the completion of the exercise? (ii) What measures has the Ministry put in place to ensure that all the registration clerks are paid the said allowances in full without any further delay? ...

The Constitution we gave ourselves as a country in 2010 is actually a living document. It is a living document in the sense that it is not cast in stone. It is a document that we have to keep relooking at, improving and making sure that it is responsive to the issues of the day. At the core of the Constitution is the belief that there cannot be real progress in this country if all members of the society do not participate fully in their governance. This is found in Article 100 of our Constitution where we seek to find ...

sore one. I congratulate the Committee under the able leadership of the Chairman, Hon. Kioni, for the work they have done in seeking to remedy this very sore issue that has been one of the problems this Parliament has not been able to deal with accordingly. The Committee has burnt the midnight oil. They have gone out there and sought as much consultations as possible. I believe they have brought to us good amendments. I stand to support it with two reservations, which I will get to. This proposal is not an issue of gender. It is, in fact, an ...
