  • 3 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am very honoured to actually be seconding this very important and timely Motion by the Member representing Mathare Constituency, Hon. Anthony Oluoch, who indeed was my senior in the university and has been carrying this little thing about the youth for many years. It is known that I come from a performance background and one of the platforms that I bounced onto was a creation of Hon. Oluoch which is called Culture Week at Kenyatta University. It is not lost to this House that if there is any calamity that is facing this ... view
  • 30 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. We do appreciate the efforts made by the chairman of the Committee to remedy with this amendment that he brings here. However, this remedy that he is proposing is one that is adding a paragraph that comes to define money transfer. In this money transfer, we were The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 30 Aug 2018 in National Assembly: expecting to see an exclusion of mobile money transfers because these mobile money transfers are carried in paragraph 5 where excise duty is being imposed to a tune of 10 per cent on mobile money transfers on any platform including Mpesa, Airtel Money and so on, in essence negating the whole concept of Robin Hood. This is because when you impose excise duty on mobile money transfer, you are actually loading the duty on the people who we say are at the bottom of the pyramid in Kenya. In essence, this remedy does not exclude mobile money transfer. Paragraph 6 ... view
  • 28 Aug 2018 in National Assembly: Thank you very much, Hon. Speaker. I want to join my colleagues in congratulating you on your election as a Chairman of CPA. I had my time to prosecute one of the issues that I wanted to bring up and I had weighed in on my two cents worth on issues to do with Proposal No.58. The long and the short of it is that I was against the repealing of the interest rate capping. Today, I would want to focus my attention on a proposal captured on Clause 31 where it says that the First Schedule of the Excise ... view
  • 28 Aug 2018 in National Assembly: Hon. Speaker, I thank you for giving me this opportunity. I do ask Members to support my proposal that the Excise Duty be shared 70 to 30 per cent between mobile network operators and Wanjiku. view
  • 23 Aug 2018 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for giving me this opportunity. Before I say anything, I would like to register that I recognise this is going to be among the most critical matters that will come for consideration by this House in this Session. Kenyans are watching. They are keen to see how we are going to interact with this Bill and, ultimately, what we are going to pass for them. As this debate goes on, there are going to be a lot of issues that will be raised. I know Members have a lot of interest on ... view
  • 22 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. Much has been said about this Motion that has been presented by Hon. Janet Nangabo. I still take the opportunity to congratulate her for a job well done. This is a well thought out Motion that is important and timely. view
  • 22 Aug 2018 in National Assembly: I will not go to the details of the condition because its descriptions have been made here. Beyond the physical attributes of this condition, there are some very dehumanising, emotional and un-dignifying effects that come with the condition. As such, it becomes a matter of national interest. view
  • 22 Aug 2018 in National Assembly: More important, the numbers are very high. Because of that, it becomes an issue that this House needs to apply its mind on. One critical thing that is obviously missing in the wording of the Motion is “provision of free healthcare through insurance cover”, especially the National Hospital Insurance Fund (NHIF). It is important that we find a way of ensuring that there is provision within the NHIF cover to deal with this condition as a special case even as we push for cases like cancer and liver conditions to be covered in a special way by NHIF. view
