  • 28 Aug 2018 in National Assembly: Hon. Speaker, I thank you for giving me this opportunity. I do ask Members to support my proposal that the Excise Duty be shared 70 to 30 per cent between mobile network operators and Wanjiku. view
  • 23 Aug 2018 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for giving me this opportunity. Before I say anything, I would like to register that I recognise this is going to be among the most critical matters that will come for consideration by this House in this Session. Kenyans are watching. They are keen to see how we are going to interact with this Bill and, ultimately, what we are going to pass for them. As this debate goes on, there are going to be a lot of issues that will be raised. I know Members have a lot of interest on ... view
  • 22 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. Much has been said about this Motion that has been presented by Hon. Janet Nangabo. I still take the opportunity to congratulate her for a job well done. This is a well thought out Motion that is important and timely. view
  • 22 Aug 2018 in National Assembly: I will not go to the details of the condition because its descriptions have been made here. Beyond the physical attributes of this condition, there are some very dehumanising, emotional and un-dignifying effects that come with the condition. As such, it becomes a matter of national interest. view
  • 22 Aug 2018 in National Assembly: More important, the numbers are very high. Because of that, it becomes an issue that this House needs to apply its mind on. One critical thing that is obviously missing in the wording of the Motion is “provision of free healthcare through insurance cover”, especially the National Hospital Insurance Fund (NHIF). It is important that we find a way of ensuring that there is provision within the NHIF cover to deal with this condition as a special case even as we push for cases like cancer and liver conditions to be covered in a special way by NHIF. view
  • 22 Aug 2018 in National Assembly: Beyond that, it is also a good time for this House to revisit the matter of healthcare in this country. We gave ourselves a Constitution and in our common wisdom, we decided that health will be devolved. However, six years down the line, we can take stock of how we are conducting affairs of health in this country. The picture of health in this country is bleak and this is the right opportunity for this House to reopen the debate on some of the functions that we devolved. Health is critical, even appearing as one of the big pillars of ... view
  • 22 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I do not take it for granted that I have this opportunity to actually support the approval of the nominees for appointment as the Chairperson and members of IPOA. It is not lost to us that IPOA is a constitutional authority. It comes fully loaded with its mandate as provided for by the Constitution. A lot has been said here this afternoon about some of the duties that IPOA needs to perform. I would like to add that at a time such as this, the second dispensation at IPOA will also have ... view
  • 22 Aug 2018 in National Assembly: The plight of the police has been spoken about this afternoon and we all understand the conditions under which some of our brothers and sisters who are serving in the police service are working under. Members of Parliament will also have their own pivotal role to play noting that the NG-CDF has a role to play in security and we are mandated to look into the plight of our police officers who are serving in our constituencies. Hon. Temporary Deputy Speaker, I took time to peruse through the Report and I have to say that the Chairman and his Committee ... view
  • 22 Aug 2018 in National Assembly: This nominee because she is not yet appointed. Thank you very much, Hon. Temporary Deputy Speaker, for correcting me. This nominee served previously at the IEBC. On that account, some Members want to paint this nominee in bad light because of duties that she performed as a legal officer at the IEBC. This House should not be reduced to a House of mob justice where nominees are presented to this House and we condemn them because of duties that they performed while they were representing corporate entities that are legal entities in themselves. The IEBC at the time had serving ... view
  • 22 Aug 2018 in National Assembly: that has gone into this process, not forgetting the good work put in by the Committee under the able chairmanship of Hon. Koinange. I support the Motion. view
