  • 28 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Sometimes, it may not be a mistake of the applicant but a mistake of the High Court. Maybe they have many cases to go through and because of that reason, they delay to hear the appeal. So, it is good to give a grace period so that the applicant can appeal again than just closing it because it may not be the mistake of the applicant. Sometimes, the High Court has many things to do. view

We need to make this penalty very harsh so that we do not allow criminals to play with the lives of the people and interfere with their businesses. Although the penalty is a bit lenient, I support it. I wish the Chairman of the Departmental Committee on Energy, Communication and Information could have raised the penalty to discourage crime. On the issue of Plant Genetic Resources Research Centre, this is one of the issues that this Bill has clearly stated. This centre is going to encourage research. The first thing that has brought light to this Bill is the Equalisation Fund, which is 0.64 percent of the revenue collected nationally. This money will be shared equally amongst those counties which are yet to develop.   • 24 Mar 2016 in National Assembly: Counties like West Pokot, Samburu and Turkana have been affected by wars. The security agencies need to be supplied with security operation vehicles. Helicopters should also be stationed there so that in case of an emergency, security personnel can reach the people very quickly. We are also happy that, in the national interest, the NYS is being re-engineered. We want to see the NYS being spread to all the counties so that they can help with implementation of projects.   • 24 Mar 2016 in National Assembly: It is my hope that as we take the laptops to various schools, there will be electricity so that they will start operating. In some schools there is no electricity. I want to challenge the Ministry of Energy and Petroleum to make sure that all schools are connected so that by the time the laptops get there, there is electricity. On the issue of welfare, we are very happy because disability and urban food subsidy has been taken care of. On cancer cases we need to have specialists in those hospitals so that when cancer patients go there they get proper treatment. That is why we need to support this Bill. On the issue of compensation to health facilities, there are some hospitals that charge a small fee for drugs and this is discouraging.
