• 28 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. First of all, this is possible. We can implement it in this country because even our neighbour, Uganda, tells our people from Turkana to leave their guns behind when they go there. This is because that country declared that everybody with an illegal firearm must be arrested. Hon. Members of Parliament should not make these Motions appear impossible to implement. We need to conceal the tracking from civilians because we need to safeguard the lives of our policemen; a criminal can use the tracking information to know where policemen are and get guns from them. Hoja hii inatatiza kidogo kwa sababu Kamishna ambaye tunaongea juu yake ametumikia nchi hii kwa muda mrefu katika nyadhifa mbalimbali. Tumeambiwa kwamba Major Mstaafu Shadrack Mutia, aliletea mabadiliko katika Kikosi cha Utawala. Hadi leo, kikosi hicho kinaendelea vizuri. Tumeambiwa kwamba pia alisaidia kuzima jaribio la mapinduzi ya mwaka wa 1982. • 28 Oct 2015 in National Assembly: Tunaomba Kamati inayohusika kwamba iwapo watamstaafisha Kamishna huyu basi wampatie marupurupu yake kama njia ya heshima kwa vile ametumikia taifa hili kwa muda mrefu na katika nyadhifa mbalimbali. Mhe. Naibu Spika wa Muda, kama ningekuwa na uwezo ningependa Tume hii ya kuleta mageuzi katika idara ya polisi ifutiliwe mbali. Iwapo umewahi kuwaona makamishna hawa wanapowahoji maafisa wa polisi, utagundua wanatoa vitisho. Vitisho ambavyo wanatoa mbele ya askari wanaohojiwa ni vya kuvunja moyo. • 28 Oct 2015 in National Assembly: Kuweka shaka kwa mali ya watu ni jambo ambalo tunaomba Kamati hii iangalie na kuelezea tume hiyo kwamba huwezi kuweka mashaka kwa utajiri wa mtu kwa kuuliza alipotoa mali na kwa nini hatumii pesa zake, na kuuliza mshahara wake ni pesa ngapi. Watu wana njia mbali mbali za kutafuta pesa kama kufanya biashara na kuwekeza mahali fulani. Tume hii imewafuta maafisa kazi bila hatia au kuhusika katika ufisadi. Tunaomba Mhe. • 22 Oct 2015 in National Assembly: Although we have seen the Bill, good as it is, there are some things that we need to address. The impact that we get through exploration of oil in our country--- If you read the history of the countries that have discovered oil, most of them are very poor. We need to put in place a strategy on how we can develop those areas which have discovered minerals or oil, and how to improve their standards of living and make them developed. We need strategies. view

We need to put in place measures on how to deal with corruption, so that when we get resources from petroleum, we will know how to use them well. If you look at the countries that have discovered oil, many of them are fighting internally. • 22 Oct 2015 in National Assembly: UAE. Those countries are fighting, including South Sudan, because of oil. We need to put in place measures on how to counterattack negative impact. As much as we need to have this law, we also need to have measures on how to avoid war between tribes in Kenya, communities or clans within regions. view

How can we counterattack the movement of people from other areas to the areas within a locality or from outside the country? We need to put measures in place on how we monitor the movement of people. view
