  • 22 May 2013 in Senate: I thank my colleague for informing me. But there are two items that he needs to know; compensation for the land where the water sits is as current as anytime in future. If you have not paid for it, you pay at that time. There may be an argument where you are saying that the water has been used and not paid for. As I mention this, there may be need for my colleague, Sen. Wetangula, to start thinking of the water he is getting from West Pokot County. There is water you are getting from the Kapolet Forest. • 21 May 2013 in Senate: Thank you Mr. Deputy Speaker, Sir. I also rise to support this Bill and to interrogate it further to say that I think this is what we were anticipating to get and we should be able to look at the two levels of government as proposed in the Constitution. The Fourth Schedule states that there exist two governments with distinct duties and roles. We also have no roads that we can use. So, when we are talking about this, let us look at the services we have in this country and what is required. How many ... view
  • 15 May 2013 in Senate: Madam Temporary Speaker, I rise to support this Motion. I would like to say that it is coming at the right time when we are discussing about the finances to be used in the year 2013/2014. If there is one sector that will require funding more than the others, in the first year of devolution, it is that of roads. • 14 May 2013 in Senate: Thank you, Madam Temporary Speaker. I join my colleagues in supporting this Motion. For exactly 50 years, we have had a Constitution that has not taken our country well. We, therefore, found it fit to come up with the devolved government system for which we are going to have two governance structures; one at the national level and one at the county level. We also have two legislative arms; Parliament and the county assemblies. Madam Temporary Speaker, we all know that for that Constitution to be changed, some parts of this country remained marginalized for a long time. The idea ... view
