  • 27 Apr 2016 in Senate: Mr. Speaker, Sir, after listening to the response and the manner in which the Chair is responding, he is giving us a timetable on how to respond to this Statement. Is he aware that health is a devolved function? It is strictly under the functions of this House. Therefore, it should take zero time if possible. In fact, the answer should be brought tomorrow. view
  • 27 Apr 2016 in Senate: Mr. Speaker, Sir, I seek two weeks to deliver the message to the Chair. view
  • 27 Apr 2016 in Senate: On a point of order, Mr. Speaker, Sir. You ruled that the Statement be given today after they pleaded for two weeks. The time has come and the Vice-Chair is now asking for a week. Is the Vice-Chairperson in order to request for more time when he knew that he was supposed to give the Statement today? view
  • 27 Apr 2016 in Senate: Mr. Speaker, Sir, it is like the Chairman was sitting pretty in his office waiting for the answers. I expected him to go and look for answers rather than wait for them to be delivered. I do not know the mode of delivery. Up to when shall they wait? I thought they should have gone for the answers. They should give us a definite date in the course of next week when they will give the answers. view
  • 27 Apr 2016 in Senate: Mr. Speaker, Sir, I also join you and my colleagues in welcoming the two committees from the two counties. Sen. Orengo has confirmed that the two committees are rated highly. As we congratulate them, we also need to remind them that there are interesting scenarios in their counties and Kenya at large. Recently, funds were submitted to the Council of Governors (CoGs) from the counties. Vihiga County, which is a small county and we know how much it gets, was among the counties that submitted a lot of money for free, to be wasted on mandazi here in Nairobi in ... view
  • 27 Apr 2016 in Senate: I know that Sen. M. Kajwang encouraged you, but I hope you will not buy a firimbi the way some of us did. That is not a good practice to pick. view
  • 26 Apr 2016 in Senate: Mr. Speaker, Sir, I hope we are not getting contradictory statements here. A university VC can come from anywhere in the world. He can be employed by the university council with the approval of the relevant Ministry. What may be of relevance and which the Chairperson needs to clarify is about problems in MMUST leading to the closure of the university. Was the closure related to the management problems that she cited? Furthermore, Kibabii is a constituent college run by a principal of MMUST, so the student numbers must add up. Lastly, there existed a branch of MMUST in Webuye; ... view
  • 26 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, I also join my colleagues in passing my condolences and those of the people of West Pokot County, who know well what Mama Lucy Kibaki did. • 26 Apr 2016 in Senate: Mr. Temporary Speaker, Sir, I appreciate the direction that you have given. You have rightly mentioned that when an agenda is on the Order Paper, all the Members need to be present to execute it. My concern is that the leadership of both sides of the House needs to study the Order Paper in advance and make sure that we have the requisite numbers to transact business. However, when the leaders are absent, we, as a House, lack direction. As you can see, the Bills listed here are The electronic version of the Senate Hansard Report is for information purposes ... view
  • 26 Apr 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Did you hear Sen. Sang address Sen. Murkomen by a title which is not his? He referred to him as the Senate Majority Leader. He is the Senate Deputy Minority Leader. He should have referred to him as the deputy. view
