  • 3 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, the business of the House does not start immediately a Member arrives but it is planned earlier. This is a First Draft Copy. A final copy will be available once the editorial process is concluded. view
  • 2 Mar 2016 in Senate: On a point of order, Mr. Speaker, Sir. Is it proper for the Senate Minority Leader to generalize? Hon. Senators vied for their seats and were elected. Therefore, hon. Senators do not have dubious characters as he implied. Is he in order to use some terminologies that cast our House in bad light? view
  • 2 Mar 2016 in Senate: Mr. Speaker, Sir, I would like to remind my neighbour here that the old days of KANU are gone and they went with you, people, who left, including you. Those of us in KANU are brand new. view
  • 2 Mar 2016 in Senate: I would like to clarify two issues which did not come out clearly in your Communication. First, it was not clear in your ruling whether it is indicated in our Standing Orders that you can just be de-whipped for exercising your right as a Member of the Committee. Secondly, I wish to confirm that I have just received this letter informing us about next week’s meeting to elect a chairperson. When we met for our first inaugural meeting this Session to elect the Chairperson, - I hope the Senate Minority Leader is listening; it seems he is not. I want ... view
  • 2 Mar 2016 in Senate: Mr. Speaker, Sir, their names should appear here. Otherwise, as it is, it is as if we are being prepared to do something that we do not know because the membership is not complete. view
  • 1 Mar 2016 in Senate: Mr. Speaker, Sir, I have two statements to seek that are directed to the Chairperson of the Committee on Agriculture, Livestock and Fisheries I wish to seek a statement from the Chairperson of the Standing Committee on Agriculture, Livestock and Fisheries regarding supply of fertilizer and other farm inputs by the National Cereals and Produce Board (NCPB) in light of the fact that agriculture is Kenya’s main driver of the economy. In the statement, the Chairperson should:- (1) Explain why the NCPB has not supplied fertilizer and other farm inputs to farmers ahead of the planting season this year, yet ... view
  • 1 Mar 2016 in Senate: Mr. Speaker, Sir, I rise, pursuant to Standing Order No.45(2)(b), to seek a statement from the Chairperson of the Standing Committee on Agriculture, Livestock and Fisheries, regarding the acute food shortage in West Pokot The electronic version of the Senate Hansard Report is for information purposes view
  • 1 Mar 2016 in Senate: Mr. Speaker, Sir, I appreciate what my senior colleague has said. However, looking at the statements I have sought, for example, the first one, there is need for immediate action to be taken because rains are about to set in and our famers need fertilizer to plant their crops. The second statement is in regard to people’s lives. Therefore, I would appreciate if he can bring this statement in one week’s time or less. view
  • 1 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I rise to second this Motion as presented by the Chairperson of the Committee. There are many issues that have been raised. As he said, some of the issues have been raised even to the Treasury. When you talk about enabling national policies and programmes, what comes out very clearly is that there are functions that have been devolved. Any such functions should no longer be held by the national Government as already stated in the Fourth Schedule of the Constitution. For example, since health has been devolved, it is not good for the national Government ... view
  • 1 Mar 2016 in Senate: Thank you Mr. Temporary Speaker, Sir. I was consulting with my neighbour here. To begin with, I support the amendment. Page 24 (iii) says:- “The Committee notes that the Budget Policy Statement (BPS) uses a very conservative revenue growth rate in the computation of equitable revenue share. Actual revenue realization seems to differ from the growths used in BPS. Average actual performance for the last four years is about 13 to14 per cent, thus the rate of growth of revenue that should be used at the minimum to compute the equitable share for 2016/2017 should be 13 per cent”. Mr. ... view
