Mr. Temporary Speaker, Sir, I would like to inform Sen. (Dr.) Zani who is on sabbatical leave from the University of Nairobi that, that policy can be refined the way it is done in the universities. You do not have to create vacancies for you to apply. However, should you go for a further degree through self-sponsorship or scholarship, immediately you produce your degree certificate, you are given some money which is proportional to your training but you are not moved to another grade. Mr. Temporary Speaker, Sir, the Vice-Chairperson of the Standing Committee on National Security and Foreign Relations is taking this statement lightly. People as well as the animals are dying. We therefore expect that the statement should have been treated with uttermost urgency in order to stabilize that part of the country and stop the queer mayhem taking place there.

On a point of order, Mr. Temporary Speaker. I did not know Sen. (Dr.) Khalwale is a poet although he is a doctor. My able Chairman, Sen. (Prof.) Anyang’-Nyong’o is fine and not as he is trying to portray him. He chaired the session this morning for two governors from Kisii and Nyamira counties, respectively. We asked him what had happened and he said everything was okay.

Mr. Speaker, Sir, I join you in recognising the presence of the officers from Nyamira County Assembly as well as the students from Taita Taveta County. It is good for the county assemblies to visit the ‘Upper House’ to know what is happening here. As we learnt last year, a number of counties were making trips to other countries to benchmark. Some county assemblies went as far as Israel which is a desert country to benchmark. I wonder what they were going to look for in those countries.
