  • 8 Oct 2015 in Senate: They have been exhibits for as long as I can remember. There are poles but no lines. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 8 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, I join my colleagues in lauding and congratulating Sen. Adan for ably bringing this Motion to the Senate. The people who are in the prisons today are none other than the people who are in our counties. These are people who need correction because of the evil mistakes that they have done. This Motion proposes something to be done to correct some of the deplorable state of conditions in Kenya’s prisons. In 1911, the British introduced correctional centres in Kenya. At that time, they managed to gather 331 warders to look after the criminals who were ... view
  • 8 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, it is Saikwa Chemonges. Since then, West Pokot County has had the privilege and honour to hold the post of Prison Commissioner. The late Saikwa was the first, then Mzee Lopokoiyit followed by Mr. Kamakil and now Mr. Osugo. When I asked the retired officers, Mr. Lopokoiyit and Mr. Kamakil, why there were no reforms, they said that they tried to propose the reforms but it looked like no Kenyan ever imagines that you can put money and reform a prisoner. • 6 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, as the Chairman has indicated, I have also seen the copy now. I ask your indulgence that the Chairman delivers it tomorrow afternoon or on Thursday. view

  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, now that the Chairman has given himself more time than what you gave last time, am I not in order to tell him to list the beneficiaries of those categories per county? view
  • 24 Sep 2015 in Senate: Thank you, Mr. Speaker, Sir. Just before we went on recess, I had requested for a Statement regarding use of Government vehicles at odd hours, particularly in the counties. They said that I would be given a response before the start of the recess but we have now spilled over to the new setting. I am not sure if it was the Committee on Devolution but I am still waiting for the answer. view
  • 24 Sep 2015 in Senate: Mr. Speaker, Sir, it must be the Committee on Devolution because I saw Sen. Murkomen standing. It was about misuse of Government vehicles beyond working hours. view
  • 24 Sep 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Is Sen. (Dr.) Khalwale in order to keep staring at me throughout as though I am the author of his problems? view
  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, just like Sen.(Prof.) Anyang'-Nyong'o, I rise to recognize the role that has been played by Sen. Mutula Kilonzo Jnr. by bringing this Motion which suggests and compels the NLC to urgently prepare and bring to the Senate a Bill that addresses major historical land injustices. This is good news to Kenyans who have been waiting for such a long time for our Government - and we have never lacked a Government since 1963 - to look back and correct some of the historical land injustices that have displaced people. We have a community in Nandi called ... view
