  • 28 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. I requested for a statement two weeks ago and you asked the Chairman to come with an answer today. The statement is indicated on the Order Paper as “a”. This is about the problems being experienced at Moi University and the Univeristy of Eldoret. view
  • 28 Jul 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also rise to support the Motion for Adjournment. Kenyans learned a big lesson. For the very first time, we saw true leadership that has been born out of democracy and recognizes talent. It will take a miracle for people from minor tribes to be presidents if we go the way we are going today. Americans identified leadership because they trimmed their political parties to two or three and then people had to choose which party to belong to according to the ideals that had been planned. Today, in Kenya, we have 54 parties. ... view
  • 23 Jul 2015 in Senate: On a point of order, Madam Temporary Speaker. Sen. Khalwale cannot be allowed to continue saying things which he cannot substantiate. The President did not bring names of thieves. You better change your language. What he brought was names of officers who were told to step aside so that investigations could be done. view
  • 23 Jul 2015 in Senate: Madam Temporary Speaker, I join my colleagues in congratulating Sen. Orengo for bringing this timely Motion, when we are about to have a visitor in town. This is a historic matter in the sense that for the very first time, a sitting President of the United States of America (USA) is coming to Kenya. We have even seen types of helicopters that have not been seen in Kenya before. Even the Kenya shilling has strengthened today by about Kshs3. We hope that as a result of the visit by President Obama, there will be an impact on the economy, even ... view
  • 21 Jul 2015 in Senate: Mr. Speaker, Sir, I stand to request for a statement on a county issue under the provisions of Standing Order No.45(2)(a). This matter appertains to the arrest of several youth in West Pokot County after raising integrity issues over management of funds allocated to the county. The four youths arrested so far are; (1) Bruno Lomweno (2) Allan Pkite Rengete (3) Elijah Lokori Kaseuseu; and, (4) Malik Kassachoon. These youth raised concern over the inflated cost of construction of nurses’ houses at some dispensaries across the county. However, instead of the matter being investigated by the county authorities, the youth ... view
  • 21 Jul 2015 in Senate: Mr. Speaker, Sir, I was saying that county assemblies should also be checking their executives. It is not only the Senate that should do oversight. Even the civilians in the county have power and ability to check whether things are going right. It is on this strength that I am raising this issue so that Government arms that are supposed to do investigations and deal with security matters do their work. They should not delegate their work to county officials who have messed up to the extent I have mentioned. Lastly, county assembly members in some counties like mine have ... view
  • 21 Jul 2015 in Senate: Mr. Speaker, Sir, I join my colleagues in thanking you for the wise Statement that you have given regarding what was sought by Sen. (Dr.) Khalwale which has surprised this House and Kenyans. The Constitution talks about its supremacy in Article 2 (1)(2)(3). Article 2(1) says:- “This Constitution is the supreme law of the Republic and binds all persons and state organs at both levels of Government.” It means that we are supposed to walk and live by this Constitution. Somehow, some of us in Parliament particularly the “Lower House” are operating as if they do not have this Constitution. ... view
  • 21 Jul 2015 in Senate: Mr. Deputy Speaker, Sir I rise to support this amendment Bill and to thank Sen. Halima Abdille for bringing it. When this Senate was constituted two years ago, one of the Motions that were brought to the House, discussed and passed was the one compelling the National Government to liaise with the county The electronic version of the Senate Hansard Report is for information purposes only.
