In fact, I referred to this Report as ripoti ya wazee . But I am now addressing you as the Chair of Parliamentary Service Commission (PSC). We are required to prudently use any resources available to us. So, if there is any committee that is purporting to organise a retreat anywhere in this Republic to discuss this Report, should they use the country’s resources or use their personal resources? view

You are supposed to use resources that are voted for in Parliament to carry out functions and work relevant to Parliament and table a report in this House. So, you have already made a ruling that the Report cannot be presented to this House unless it comes formally. Then, if a committee of the House goes somewhere to discuss that Report and utilises Parliament’s budget, should we surcharge that Committee or what should we do? view
  • 4 Dec 2019 in National Assembly: Thank you, Hon. Deputy Speaker. My microphone needs to be fixed. It always has issues. As I rise to second this Motion, Order No.15 on approval of a nominee for appointment as the Controller of Budget needs to be approved as soon as possible. Right now, counties cannot spend money. At least Parliament is a little bit better, but counties cannot spend. Salaries have not been paid. The national Government is also affected because there is no substantive holder of the office of Controller of Budget. We will be giving bursaries in December and January. So, we need clear assurances that the five months provision is anchored in law. Again, we do not want a situation where after we have left for Christmas, then we are told that we cannot spend the CDF money in the account until and unless the committees are approved by Parliament.   • 4 Dec 2019 in National Assembly: Hon. Speaker, when the Chair of my Committee was reading the Statement, I was a bit disturbed and got confused. I thought the National Treasury was seeking the approval of the National Assembly and the Senate to withhold funds of 15 counties procedurally as provided for in law. Therefore, this House has to make a decision. This decision can only be made after the Committee has made recommendations in a formal way in a Motion.
