  • 26 Jun 2019 in National Assembly: figure. I think the Chair must have mistaken the Senate figure for the National Assembly. That is my comment. I am not so opposed to those amendments but I am opposed to giving the Kshs500 million without regulations. If we are giving it without regulations, it must be a far much lower figure. With regulations, we will understand and appreciate how and where it is spent. That one is a different story. I support. view

Kaluma is referring to is a situation where it is envisaged, and as you have rightly advised him, of creating a national public fund. That must be done through an Act of Parliament. In fact, if Hon. I am sure this House is aware that after the passage of the 2010 Constitution, we are required to pass the Appropriation Bill so that it is assented to by the President before 30th June. That means we only have tomorrow to deal with it and pass it. This House cannot allow the Government to spend on Vote on Acount until and unless the Appropriation Bill is passed. The brokers are supposed to be intermediaries between the insurer and the insured. They have no business holding or receiving money. Let the money go to the right people; the insurers. view
