(b) refer the Bill back to Parliament for consideration by Parliament, noting any reservations that the President has concerning the Bill. (2) If the President refers the Bill back for consideration, Parliament may, following the appropriate procedures under this part - (a) amend the Bill in light of the President’s reservations; or (b) pass the Bill a second time without amendment.

(4) Parliament, after considering the Presidents’ reservations, may pass the Bill a second time, without amendment, or with amendments that do not fully accommodate the Presidents reservations, by a vote supported - (a) by two-thirds of the Members of the National Assembly; and (b) two-thirds of the Senate. Millie confusion is when it says “without amendment or with amendment”, but without amendment referred to here is where Parliament is taking back the Bill as it was before the President’s reservation. Hon. Speaker, you have already made a ruling. The explanation given by Hon. Passaris makes a lot of sense because it is a health issue. However, we need to be clear on what kind of bags we should carry to this House. We know that ladies’ bags are allowed. However, we should not start carrying rucksacks into the House. At one time, I will come with a heavy bag on my head. We need to be clear on which type of bags are admissible in the House. It is a lady’s bag or a man’s wallet. We will soon start ...

Thank you, Hon. Speaker. As I persuade the House to agree with the mediated version of the Physical Planning Bill which, if agreed to, will now be Physical and Land Use Planning Bill, I want to make a few observations because the technical areas have been ably dealt with by Hon. Rachael Nyamai, the Chair of the Departmental Committee on Lands. She was valuable in our Mediation Committee together with the professional in the House, Hon. Oundo.
