  • 28 Mar 2019 in National Assembly: It pains me to read this Report and find that the Commission which we denied the power to be involved in procurement was doing it. The answer is simple. Where I do not agree with the Committee fully is that the legal framework is not clear today on matters of procurement. The legal framework is clear. It is only that the commissioners want to get involved in procurement for obvious reasons. We need to look at why we should have permanent commissioners in this Commission. These commissioners sit in the Commission from Monday to Friday to discuss matters of policy. ... view

I agree with this Committee that the information that was coming to us was mind boggling. The CEO of the Commission was recruited with a lot of hope. Kenyans had a lot of hope because of his background. He had just come from the United Nations Development Programme (UNDP). view
