  • 13 Mar 2019 in National Assembly: Sijui Wambui amepata kamti wapi hapo ! Anyway, I hope I am audible enough. I wanted to conclude by saying that what is happening in the Ministry of Education is to me close to conning the public. The ministry is conning the public because it has talked about 100 per cent transition to high school from primary school which is a good idea. But we need to prepare and plan for some of these policy directives. When you talk to principals or heads of our high schools, they will tell you the Kshs22,000 capitation per student which the ministry has ... view
  • 13 Mar 2019 in National Assembly: I was discussing with the chair of the Kenya Union of Post Primary Education Teachers (KUPPET). It is something we are going to bring up to this House and discuss; we need to allocate resources. We are going to the season of budgeting. If it is the question of lack of resources, there is nothing as important as education. This House must prioritise education so that we give infrastructure funds separately from the money or capitation that is being given per student. I urge the Committee to look into this matter of supporting the co-curricular activities. Thank you very much. view
  • 13 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Motion that is asking this House to approve the appointment of seven members to the NG-CDF Board. I will start by addressing myself to the contentious issue that was raised by Hon. Oundo regarding regional representation and ethnic diversity. The truth is that our Constitution expects us, as a House and peoples’ representatives, to ensure that the constitutional provisions are followed. One of the constitutional provisions is gender. Looking at the nominees, there is fair gender distribution. We have three women and four men. That meets the constitutional threshold. There is ... view
  • 13 Mar 2019 in National Assembly: I plead with the Hon. Members - this is a House of debate - to listen to other contributions. You are moving ahead of me. Probably, what you are saying is where I am heading to. The truth is that this is just a list of seven members and you cannot have all the counties represented through them. I have looked at these names. From the records, Mr. Ole Meshuko comes from Narok County. view

  • 13 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, there is no way an Hon. Member will ask me not to go there. Why did you put it in the records? It is in your Report. view
  • 13 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, Mr. Edick Omondi Anyanga comes from Migori County; Ms. Lekoloto comes from Marsabit County; Ms. Isabel Nyambura comes from Kiambu; Mr. Abdiaziz comes from Mandera County; Ms. Irene Masit comes from Elgeyo Marakwet County and... view
  • 13 Mar 2019 in National Assembly: I am working with records. Please, do not interrupt me. You have not read the Report and I am quoting what I have picked from the Report. view
  • 13 Mar 2019 in National Assembly: The Acting Chairperson, as it is today, Mr. Masese – whom we all know – has not been specified in the report which county he comes from. I was suspecting that he could be from Kisii County or Nyamira County. However, I am told he comes from Trans Nzoia County. There is nothing wrong with that. These seven nominees come from seven counties. We must observe that. But, as a House, what we need to move towards is to ask ourselves whether we should constitute a committee which will look at all the appointments. We need such a committee. You ... view
  • 13 Mar 2019 in National Assembly: I know the Member for Taveta never tells me. If it is a point of information, I agree. view
