  • 13 Mar 2019 in National Assembly: I think the Hon. Member for Taveta wanted the debate to come to a closure. However, I do not know whether I was being repetitive. I had just finished on the issue of constitutionality, ethnic and regional balance and I was going to competencies. I was just saying that Masese in my view qualifies. But allow me to mention that in terms of age, although the youth in terms of the definition are not represented, there is no one who is 35 years and below, but we have 37 years. We have two members, Abdiaziz and Isabella who are 37 ... view
  • 13 Mar 2019 in National Assembly: There is an Hon. Member behind me who is really a problem. I will deal with him once I am done with my contribution. Thank you, Hon. Temporary Deputy Speaker. I support. view
  • 12 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, this Committee, actually on its own volition and following the provisions of our Standing Orders, decided to go and evaluate the performance of that project which, I think, was a good thing. On that basis, we will have to evaluate whether this Report meets the threshold of what we would expect from the Committee and then we will adopt or reject it. I heard the Member of Parliament for Daadab say that we are not at war with Somalia. That is true. We are not at war with Somalia, although we also know that Al Shabaab ... view
  • 12 Mar 2019 in National Assembly: as opposed to this mechanical and physical ways of putting up a wall which, in my view, is just physical? Recently, we have had cases of Al Shabaab attacking us from the Coast in Lamu. They are not using the land. They come through water. If you build this wall, are you going to build it all the way to Tanzania and barricade this country completely? It is not practical. I know this idea of building the wall came up around 2013 or 2014 and some of us opposed it and we still oppose it because it is wastage of ... view
  • 12 Mar 2019 in National Assembly: that area. As a country, we are one single unit and indivisible country called Kenya. Being one single indivisible country called Kenya we must collectively protect this country and we can do that by involving leaders. That is where I agree totally with those who are saying the leadership of those areas need to be involved and communities in those areas need to buy in and we need to use our intelligence system to fight Al Shabaab. The leadership in those areas needs to be involved. The communities in those areas need to buy in and we need to use ... view

  • 7 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I understand what you exactly mean. It has been implied that there are provisions in this PAC Report which violate the provisions of the Constitution. Therefore, debating it in its current form would jeopardise that. I think from experience, we have had many Reports debated in the House, where Members feel certain provisions of law have been violated. You do not stop a debate on a Report by merely citing violation of either the Constitution or any statute. In my view, Members who are convinced so strongly that there are certain recommendations in the Report which ... view
  • 7 Mar 2019 in National Assembly: I just wanted to say that we follow precedence in this House. There are cases where we have recommended removal from office or certain State officers to vacate office, but that will not make that person leave office because there is a procedure. The appointing authority must remove that person from office. This House can pronounce itself that so and so should leave office, but the process of removal from office must still be followed. Thank you, Hon. Speaker, for indulging me. I just want to say that we need to debate and those who think that there are provisions ... view
  • 7 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I think this is a matter that is fundamental just like the previous one. Looking at the Constitution and based on what the Leader of the Majority Party has raised, Article 1, gives sovereign power to three arms of Government - Parliament, Executive and Judiciary. That particular Article of the Constitution says all sovereign power belongs to the people of Kenya and shall be exercised only in accordance with this Constitution. So, all sovereign power belongs to the people of Kenya and the people of Kenya decided to delegate that power to three arms ... view
