  • 28 Feb 2018 in National Assembly: we do not know what the money was used for. The Government is unable to provide us with the list of projects. Even in the BPS, the Government has failed to provide us with a list of projects. view
  • 28 Feb 2018 in National Assembly: I think the Chairman will have time to respond. view
  • 28 Feb 2018 in National Assembly: This is the problem with having a Chairman who is new in a committee. This Chairman should even know that the Office of the Auditor-General has questioned the projects where we spent the money we borrowed. This is a report that is in Parliament. He is also showing another level of ignorance. Any document that in Parliament… view
  • 28 Feb 2018 in National Assembly: Hon. Temporary Deputy Speaker, the Auditor’s report was tabled in this House and you cannot blame me if they have not read it. view
  • 28 Feb 2018 in National Assembly: Let me put my point across. I am saying that it is hard to tell whether this money is going to be used for development because no one knows. No one can tell you the projects that this money is going to finance. The appetite for borrowing has crowded the private sector in this country and has slowed growth in this sector which is affecting job creation. I want to state categorically that even the so called stable rate of inflation may not be sustained in the near future because of the possibility or volatility of food prices that we ... view
  • 28 Feb 2018 in National Assembly: How many minutes was I added? There was a lot of unnecessary interruptions. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view

  • 28 Feb 2018 in National Assembly: Look at the increase in debts. For this year, we are increasing the borrowing by Kshs181 billion, but money being put on development is decreasing by Kshs27 billion. If someone told you that actually we are borrowing to meet Recurrent Expenditure, that person is not very far from the truth, because if in your documents you are telling the country that we are increasing debt by Kshs188 billion of external debt and Kshs93 billion of domestic debt, but Development Expenditure is increasing only by Kshs27 billion, where are you taking the rest of the borrowing? The answer is simple: You ... view
  • 27 Feb 2018 in National Assembly: Hon. Speaker, first, I would like to congratulate the Leader of the Majority Party for winning his petition. Even though we come from different political sides, we are good friends on personal lines. I would like to congratulate him for that. It is not easy to go through a petition. Also, I congratulate all the other Members who have won and pray for those who are still facing petitions. Secondly, I did not want to talk on this matter after you have made your ruling, which is well informed and grounded in law. There is very little to add. However, ... view
  • 27 Feb 2018 in National Assembly: problem with the Commission. It is like the petitioner wanted us to disband the JSC. That is what I am raising. I think the Leader of the Majority Party was not alert. I am just trying to bring it to the attention of the Chair that probably, in future, it may cause some serious questions of separation of powers between Parliament and the Judiciary. Thank you, Hon.
