  • 27 Feb 2018 in National Assembly: Hon. Speaker, I want to thank you for giving me an opportunity to also contribute to the Kenya Roads Bill. Immediately when the devolved units started functioning in 2013, there were a lot of issues around the maintenance of roads and even their funding. There was fighting among governors, Members of Parliament and Members of County Assemblies. The whole country was debating how effectively we would execute or discharge the function of maintaining roads. Hon. Speaker, interestingly, this matter has taken this long to be addressed through legislation. A lot of the issues that we still face regarding maintenance of ... view
  • 27 Feb 2018 in National Assembly: be careful enough not to create unnecessary agencies which would take a lot of money meant for development to finance operations. I hope the county governments will prioritise our rural roads. The rural economy is affected heavily and significantly by these roads. One thing I cannot understand is that Members of the County Assemblies always push for the opening of new roads instead of maintaining existing roads to make them motorable. Therefore, they end up with many roads that do not serve the people. I want to plead with the county governments and MCAs; that, they gain nothing by opening ... view
  • 27 Feb 2018 in National Assembly: Economic growth in this country can only be realised if we strategically agree on which projects to undertake first, based on their economic value. When we borrow money to put into these roads, there will be no problem. It is because we know, in the shortest time possible of say five years, we will be able to repay the money we have borrowed. Hon. Speaker, if we are not careful, we have as a country already put ourselves into problems. view
  • 27 Feb 2018 in National Assembly: I was saying this because I know the Chairman of the Departmental Committee on Transport, Public Works and Housing is aware of it. I know he has the difficulty of accepting that because of his political leaning. I can say it for him. I am speaking to the Executive, wherever they are: Please, let us stop this craze and this populist approach of trying to please every region and constituency by starting a road project for them, a tarmacked road. Let us first of all concentrate on the roads that we have started as a country. Let us develop them ... view
  • 27 Feb 2018 in National Assembly: I want to conclude my contribution to this Bill by urging the Committee. I do not think there will be many amendments because this Bill has actually been discussed; the stakeholders have been involved. Actually, the Bill should have been passed in the last Parliament. I want this House to quickly move and pass this Bill. view

  • 22 Feb 2018 in National Assembly: Thank you, Hon. Speaker. The Motion before us is to make appointments today in form of voting to have in place Members who are going to form the PSC and who will take care of the interest of Members of Parliament. This is a very unique commission. It is unique in the sense that it is the only commission that the provisions of Article 259 or Article 260 do not really affect directly in terms of tenure. That a Member of this Commission, especially those who are appointed pursuant to Article 127(2) of the Constitution, can serve in the Commission ... view
  • 22 Feb 2018 in National Assembly: confidence in these three Members. We have Wiper representative in the name of Hon. Ben Momanyi. As NASA coalition, we carry him along as a member of NASA who is nominated to this Commission. The ODM had two slots and we requested you to give us more time to agree on our two names. I want to report that we held a meeting this morning and agreed that ODM will propose and nominate Hon. Aisha Jumwa Katana as a representative, who is a lady, and then we would donate, in the spirit of the coalition, one slot which was an ... view
  • 22 Feb 2018 in National Assembly: are entitled to, because a lot of things that I read, a lot of money that I get is on paper; I do not get it in my pocket. In fact, sometimes I have been wondering that if I was actually getting the money that is being indicated that I get I would be better off financially than I am. It appears that my time is up. But allow me to say something on relationship with staff, much as I also appreciate that the Members here are adults, we do not employ anybody below 18, so they know what they ... view
  • 22 Feb 2018 in National Assembly: Thank you. I was just finishing my point that much as we appreciate that these people are all adults, we must maintain some healthy distance. I agree with the Leader of the Majority Party that when you destroy the image of this Parliament, all of us will be called view
