  • 27 Apr 2016 in National Assembly: country, this National Assembly has a responsibility to resolve it. You can only know that an issue is of concern to a certain section of the society if they express that concern. I read the text from FIDA and I understood it to mean that it is concerned with the passage of the two-thirds gender principle rule. It was, therefore, informing the National Assembly, as their representatives, that they will be watching. This thing is covered public and they will be seeing us. We must know that they have an interest and it concerns them. The decision we are going ... view

  • 27 Apr 2016 in National Assembly: Thank you, Hon. Speaker. First of all, let me apologise if you noticed that I was becoming a bit agitated. Actually, I was frustrated because when I took a vote on the first Bill by Kaluma, I did it against my conscience so that I do not pollute the environment for the second Bill. To me, it is a pity that such an important task is given to us as a House by the people of Kenya to execute on their behalf, and we have failed miserably. I know hon. Millie has congratulated us for trying, but we are over ... view
  • 27 Apr 2016 in National Assembly: It is pretence! Even if you defer this thing for five days, we will not get the numbers. The Members are not honest. That is my position. view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Speaker. I had a completely different opinion. There is a point that I want to agree with Hon. Jakoyo and Hon. Chepkong’a. • 20 Apr 2016 in National Assembly: were never brought to the National Assembly, then we are voting money to a fund that is illegal. In that case, this fund should be first legally operationalised, and then we can vote. Parliament has a responsibility in the Constitution to uphold the rule of law and we cannot be seen to be the ones violating it. If Members of Parliament and Senators mean well, from now to July is not very far. We can regularise that fund because I have a view that Senators need a more serious and engaged oversight role on counties. We have just spoken about ... view
  • 20 Apr 2016 in National Assembly: As I conclude, I want to caution that it is important that we are not seen to be fighting other institutions. It will come out like we are fighting the Senate. I believe that we need to give the Senate money to exercise their oversight role. However, let us do it within the law. That is why I am proposing that we do not have to do it in the Supplementary Budget. We can do it in the Budget for the 2016/2017 Financial Year. view
  • 20 Apr 2016 in National Assembly: I agree that our counties need to use money prudently. We need to exercise caution wherever we spend money. The National Assembly has been accused of voting for the Constituencies Development Fund (CDF) and making it appear as if it is its own money. If a constituency does not get a rogue Member of Parliament, the CDF can be used prudently. The CDF has been used well in many constituencies because it has a legal framework that supports good governance. The percentage which is allocated for Recurrent Expenditure in the CDF is very small. It is the only fund in ... view
  • 20 Apr 2016 in National Assembly: Hon. Speaker, the amounts that totalled about Kshs1 billion, which were mentioned as being contributions by county governments to the Council of Governors, are for three years. We do not need to appear as if we are fighting every office that is not in the National Assembly. We also allocate money carelessly. We need to indict ourselves that we allocate money to very many institutions carelessly that its usage becomes a problem. When you have a lot of money and spending it is a problem, you will take that money because you do not have a framework for spending. That ... view
