  • 16 Dec 2015 in National Assembly: Hon. Deputy Speaker, I was not shown the warning that my time was about to elapse. view
  • 16 Dec 2015 in National Assembly: Hon. Deputy Speaker, thank you for that one minute. I was actually concluding. We need to involve the county governments in conservation of forests even though in the Constitution, forests are one of those natural resources that are given to the national Government to manage. We need to involve the local communities and the county governments in forest management and conservation. Thank you, Hon. Deputy Speaker. I support. view

  • 2 Dec 2015 in National Assembly: Thank you, Hon. Speaker. Actually, I was on a point of order, but let me now combine the two. First, I wanted to seek your clarification regarding Article 114. This House needs to look for a better way of handling it. When we propose so many Bills that are not very easy for the Budget and Appropriations Committee to transact in good time for us to proceed, then it becomes a challenge. For instance, I proposed a Bill on the amendment to the Appropriation Act. If that Bill is going to go up to next year, it might be overtaken ... view
  • 2 Dec 2015 in National Assembly: the Government to pay the teachers of this country given negotiations are ongoing between the TSC and the teachers. Hon. Speaker, I am raising that with you, that we may look for a way of making this efficient. Maybe we can involve more than one Committee, namely the Budget and Appropriations Committee and another Committee to transact these Bills. I can see the Budget and Appropriations Committee having a challenge. I have just listened to Hon. Waluke, who was up to recently a very committed Member of my party - I have started doubting his serious commitment to my party. ... view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, we have had a bit of light moments, but on a serious note, this is a matter that we need to be clear on the precedent. I want to remind Hon. Amina that the Standing Orders talk about Members and the Maasai that she has talked about is not a Member. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, I am the Chairman of the largest party in this country and we are just a year to elections. So, a lot of preparation is going on in a bid to take over power, which is very likely. However, there is a precedent on this matter. Hon. Marende, if I am not wrong, ruled on the Kaunda Suit, which is very close to what Hon. Pkosing is wearing. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, we can get Hon. Marende’s ruling which has set a precedent. He made a ruling on Kaunda Suit which is very close to what Hon. Pkosing is wearing. I am not an expert in describing whether a cloth is a Kaunda Suit or anything, but looking at Hon. Pkosing’s dressing, it is close to Kaunda Suit. I remember Hon. Marende made a ruling that Kaunda Suit would not be acceptable. It was on the basis that if the coat is short sleeved, then it does not qualify to be a coat. On a serious note, we ... view
  • 2 Dec 2015 in National Assembly: 5 Wednesday 2nd December, 2015(A) these matters of dressing, you may just wake up and feel that a cloth is very nice for you. Maybe, your wife told you that you look so good in Kaunda Suit more than others. view
