The first one is that when we are legislating, we really need to be clear as a House on what you are legislating. So, in the absence of the definition of what is “executive responsibility” really we are legislating nothing. What do you mean when you say someone with executive responsibility and it is not defined in law? So, hon. Temporary Deputy Chairman, the Mover of this amendment should have defined either “accounting officer” or “executive responsibility”. view

We should have proposed an amendment when we were debating that amendment but once the amendment was carried, you cannot now call it an amendment by hon.   • 12 Aug 2014 in National Assembly: for eight sittings, and they are not consecutive, it is required that the Speaker must give you permission in writing. This is too dictatorial and gives the Office of the Speaker too much supervisory power over elected Members of Parliament; I do not think the Speaker should have these powers. view
  • 12 Aug 2014 in National Assembly: I appreciate the need for Members to be here and legislate; it should also be appreciated that Members of Parliament have a lot of other responsibilities besides legislation, some of which are even emergencies. If today, I get a call that there is a disaster, or a problem, in my constituency, I will not even waste time to seek for permission from the Office of the Speaker. I will move straight to my employers. My employer is not the Speaker but the people of Suba. I find this provision misguided and misplaced. So, we need to look at it. view
  • 12 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I would also like to make my contribution to this Finance Bill, 2014. First, I would like to say the law requires that the revenue measures proposed by the Cabinet Secretary in his address to the Nation, through the Assembly, are actualized through this Bill. The Constitution gives this House 90 days from the time of passing the Appropriation Bill to pass the Finance Bill.
