  • 12 Aug 2014 in National Assembly: I was just saying that the Committee--- I know my good friend did not move this Bill. But I felt that not enough justice was done to this Bill in terms of moving it; with all due respect to my friend hon. Gaichuhie. He only spoke about two issues on the Bill and he had thirty minutes to move it. This is a technical Bill that required the membership of this House to get a lot more information from the Committee. But I have the following comments to make with regards to the amendments proposed to the Income Tax Act, ... view
  • 12 Aug 2014 in National Assembly: I hope you will add me time. I wish he could listen. view
  • 12 Aug 2014 in National Assembly: Well, I am not a member of the Finance, Planning and Trade Committee, but I am more senior than hon. Langat in financial matters. He is my junior in all aspects. He came to the university when I was just about to leave. I qualified as an accountant before him. But, actually, listening to my friend, he completely did not understand me. The point I was raising is: Who are the people who are targeted for those vocational trips? They are not small Kenyans. They are the people who can afford to go on vacation. Again, even on the method, ... view
  • 12 Aug 2014 in National Assembly: they cannot pay tax. If someone who is selling mboga is taxed, why not someone who is selling buildings in Nairobi? I am still not convinced that we have done enough justice to Capital Gains Tax. (iii) I have an issue with transfer pricing. This to me is pleasing. This amendment under Clause 12 is a good one. It seeks to amend Section 41 of the Income Tax Act by trying to eliminate transfer pricing manipulation by foreign-owned multi-nationals where our income tax which allows for exemption or exclusion from tax of incomes derived from Kenya or reduction in Kenya’s ... view
  • 12 Aug 2014 in National Assembly: Clause 7 talks about amendments to Section 15 of Cap.470. That is the proposal to delete expenses incurred on expenditure in mining specified minerals. I do not understand the rationale in doing that. Even if you are doing mining, there is still expenditure that you incur. Why is it not tax allowable? view
  • 5 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. view
  • 5 Aug 2014 in National Assembly: Thank you hon. Speaker, I also want to thank the Mover of this Motion hon. Benjamin Langat – and he was my junior in campus - for bringing such a Motion. I will not repeat. It has been said that land is emotive and surely it is. A lot of problems in this country have come as a result of land. I want just to put two issues in perspective. One, before the promulgation of the 2010 Constitution, the power to allocate land and to revoke titles was with the President of the Republic of Kenya, which power, he donated ... view
  • 5 Aug 2014 in National Assembly: Such is a person we cannot trust with revocation of land. If managing mere water pipes could defeat this lady, how do we entrust such a lady to talk about thousands and thousands of acres of land. Before the Jubilee side talks about Lamu, we have said it. The Jubilee side should advice the President to do the simplest thing. There are huge trucks of land owned by his family. He should surrender those pieces of land to the landless and having said that--- view
  • 5 Aug 2014 in National Assembly: And having advised Jubilee to go and advice their President to surrender the 70 percent of the land he owns in Taita Taveta, I would like to ask hon. Ochieng to give you information. The Deputy President should equally surrender the land in Karen. The Deputy President, someone who can even steal--- view
  • 5 Aug 2014 in National Assembly: I want to first of all table the Truth Justice and Reconciliation Report and urge that they advise them view
