  • 24 Jul 2014 in National Assembly: Hon. Deputy Speaker, remember that the Leader of the Majority Party promised this House that he will answer to the issue of deployment of KDF personnel in Lamu. I think this is a very important matter touching on the Constitution. We cannot continue to allow the Executive to flout blatantly and disobey the requirements of the Constitution by illegally deploying our troops in Lamu. Could he move with speed and answer that? view

Even though he is trying to shift the deployment at Lamu to be under Article 241(3)(b), assuming it is an emergency, I wonder whether the Leader of Majority has read KDF Act, 2012. Even though you say that this is the work of the Executive, Article 95 of the Constitution gives Parliament an oversight role over State organs. It is high time this House pronounced itself. There are a number of times when Committees have even stopped tendering processes. Hon. Deputy Speaker, you can communicate from that seat because you took an oath to protect the Constitution. view
  • 23 Jul 2014 in National Assembly: This House needs to communicate that the reporting date of 5th must be pushed forward. This is not a request. When you see a woman crying in a market place because she spent Kshs200,000 and her child has not been taken; when you see people in a whole location in my constituency being told that they are HIV positive--- I agree that there is high prevalence of HIV/AIDS in my place, but it cannot be 100 per cent; it can be 17 per cent, as statistics have shown. It is not even a requirement. view
