  • 16 Jul 2014 in National Assembly: Hon. Speaker, from the way hon. Aburi has spoken, he is clearly indicating that he is not a Member of CORD. Could we take that as official so that as CORD Coalition, we can take action on a Member who is becoming rogue? This is a serious matter. He needs to know--- view

  • 16 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Let me also take this opportunity to thank hon. Millie Odhiambo for sponsoring and promoting this legislation. I know that this is one of those constitutionally provided legislation that need to be enacted within a specified period of time and for a private Member to sponsor such a Bill, I think it is encouraging. A lot of times we keep on complaining that the people who are given the responsibility of processing the constitutionally required Bills do not do so in good time. So, it is a challenge to us that we come up ... view
  • 16 Jul 2014 in National Assembly: their property would go to the victims to compensate them and so that this acts as a deterrent to people who would want to subject Kenyans to unnecessary torture and victimization. With regard to the calculation, under the Victim Protection Trust Fund, how much should go to the victims surcharge levy? I think we need to come up with a percentage so that we do not leave it to the Cabinet Secretary in charge of finance. If we leave it open, it may take years before it is spelt out and the victims will continue suffering and yet this is ... view
  • 16 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, I think it is high time we have a legislation that is going to protect those victims and also protect victims of what some people may think are lesser crimes but are more serious crimes – crimes of rape which happen almost on a daily basis. view
  • 16 Jul 2014 in National Assembly: So, hon. Temporary Deputy Speaker, with those few remarks, I support the Bill. view
  • 1 Jul 2014 in National Assembly: Thank you. Whereas I appreciate the request for the Statement from hon. Lekuton, that issue again is one that should engage our mind. I am wondering whether he has directed the issue to the right person because the people he is asking about are the same ones occupying the same positions that are in contention. I am wondering whether the Leader of Majority Party and the Leader of Minority Party in the National Assembly would be able to give unbiased interpretation. I can see there are other officers masquerading--- view
  • 25 Jun 2014 in National Assembly: Hon. Deputy Speaker, I will not go that way. My concern is the way this Statement should come to the House. This is because we are not supposed to receive letters written from the Ministries. The request is that you inquire into and report The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 25 Jun 2014 in National Assembly: on. Therefore, I expect the Committee to have inquired and the report to the House should be from the Committee and not a letter from the Ministry. That is because we are not engaging you as part of the Executive. We are engaging you as a Chair of a Committee who has done some investigations and is now reporting to us. I have a problem. I do not know whether this Committee inquired into and is reporting on this matter. The other Committees should, in future, change the way they report to us. They should report to the House as ... view
