Section 55 of the PFM Act provides for the Office of the Registrar of the National Securities under the Public Debt Management Office. That office does a lot of activities which I cannot go into now; but as I said before, we realize that we are trying to exclude the external borrowing from this office. I find that a bit interesting. Therefore, at the Committee Stage, I hope some of the issues that I have raised, will be discussed and amendments brought forward. Thank you, hon. Deputy Speaker. Actually, the answer given by the Chair of the Committee actually sounded to me like an academic or research paper read in a university classroom. Hon. Deputy Speaker, the Chair talked about smuggling of sugar. He said the causes of excess sugar in the country include smuggling of sugar and excess importation beyond the recommended limit. Could the Chairman categorically indicate to this House whether he inquired into this matter really? What steps has the Government taken because smuggling, to me, amounts to an illegal activity? Therefore, what has the Government done to address that ...
