However, I would ask him to move and talk to the Ministry to take emergency measures because the road is cut off as we speak and yet, the rains have just began. Much as I would support that all Kenyans should fly flags and that was my position, but based on our procedure this amendment cannot be allowed. The Standing Orders allow you to make a ruling and if you look at Standing Order No.133(6), it says:- “No amendment shall be moved which is inconsistent with any part of the Bill already agreed to or any decision already made by the Committee and the Chairperson may at any time during the ... view

Ordinarily, once this House passes the Budget and Appropriations Committee Report regarding the Supplementary Budget, then that should actually form what goes into the Appropriation Bill and, therefore, very little debate will be of value to this Bill. It has a constitutional mandate and responsibility to discuss and propose a report to the National Assembly on any proposed expenditure by the Government. Therefore, as long as the Committee of the House did or discharged its responsibility, no other person can challenge that in law. view
