  • 18 Feb 2014 in National Assembly: Hon. Deputy Speaker, I have two things. First of all, much as I would not agree definitely with the behaviour of my neighbour the hon. Member of Parliament for Mbita, but I just want to remind the Leader of Majority Party that by the time she was speaking, she was actually a stranger in the House. So, naming her could not arise. view
  • 18 Feb 2014 in National Assembly: Hon. Deputy Speaker, I wanted to add that the only place where you can take a case is through the Powers and Privileges Committee because that behaviour is outside Parliament. She had already been sent out and we were not listening to whatever she was saying. We were not party to it. However, I wanted to add that the Leader of Majority Party in trying to correct the wrong done, he has also gone ahead, just like hon. Sakaja before him, who even referred to a Member as lacking content--- That is what I wanted to raise at that time. ... view
  • 13 Feb 2014 in National Assembly: On a point of order, hon. Speaker. I have two issues to raise with regard to the Statement read by the Leader of Majority Party. Whereas I appreciate and thank the Leader of Majority Party for that elaborate Statement on what we intend to deal with in the coming week, I would request that the VAT (Amendment) Bill which is sponsored by myself be given some priority. This is because this Bill was necessitated by the outcry about the cost of living. Therefore, I would urge the HBC through the Leader of Majority Party who is a prominent Member of ... view
  • 12 Feb 2014 in National Assembly: Hon. Speaker, since the beginning of this Session yesterday, this is the first time I am making a contribution in this House. view
  • 12 Feb 2014 in National Assembly: Let me wish my colleagues a happy new year; a fruitful 2014. Hon. Speaker, whereas I would not wish to oppose this Motion, I believe that the Committee of Supply has actually been overtaken by events. As we think of reviewing our Standing Orders, I think we need to remove the Committee of Supply completely. If you look at Article 221 through to Article 226 of the Constitution, they clearly spell out the budget process and, therefore, do not give room for Committee of Supply. But because it is still in our Standing Orders, we will pass this Procedural Motion. ... view
  • 12 Feb 2014 in National Assembly: Hon. Speaker, even though our dressing code was removed from the Standing Orders, it is very clear in the Speaker’s Rules. The Speaker made a pronouncement on how we should dress. I remember that in that pronouncement, it was clearly stated that if you are coming in a Kaunda suit, it must cover up to your wrist. The Member for Awendo is someone I respect a lot because I happen to have gone to one of the schools in his constituency. However, the way he is dressed is inappropriate. He has left a bigger part of his hands without any ... view
  • 5 Dec 2013 in National Assembly: Thank you, hon. Speaker, Sir. I fully agree with my colleagues from the other side of the House that, really this is a House of rules and it must maintain at all times, decorum that is required. I have listened to the lectures from the Leader of Majority Party, even though I thought he went a little overboard because when we address this issue, we should remove emotions. What happened yesterday, whether you lost for the first time and it was a shock to you, that really should be put aside and we concentrate on the matter at hand. Hon. ... view
  • 5 Dec 2013 in National Assembly: So, we requested that we give ourselves one more day. This has previously happened. We had failed to realise a two-thirds majority in the past but with further mobilisation, we raised the numbers. When we realised that we did not have 233 Members, one of us – hon. Opondo Kaluma of Homa Bay Town Constituency – requested that we report progress so as to defer debate on that Bill, so that we can try and raise a two-thirds majority today. This is because it emerged that the Committee was not The electronic version of the Official Hansard Report is for ... view
  • 5 Dec 2013 in National Assembly: fully committed to ensuring that the agreement that they had made with the Media Council was honoured. Therefore, as I conclude, I ask you to also make a pronouncement. This is not something new. All of us know that we should behave with decorum. We all know that the dignity of this House is our individual dignities as well. So, even as we do so, the presiding over business of the House, especially yesterday’s Committee of the whole House, in my view, failed the test of competence. That is why some of us found it difficult to behave with decorum. ... view
  • 4 Dec 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I can masquerade as the Leader of Minority Party. Above all, I am a Member of Parliament and I can contribute. I really do not know whether hon. Rachael is referring--- view
