Even though the Leader of Majority Party has eloquently put it that the Finance Bill will be introduced by the Committee, which I have no problem with, but I just wanted to get a clarification from him because the Public Finance Management Act provides that we expect the Statement to be with Parliament today. I would request that before we transact it, we should be sure that we are within the constitutional provision; the estimates should, first, be referred to the Budget and Appropriations Committee. I know we are beyond this because we have been in session for more than two weeks. If the expenditure was incurred within two months, then we need a committee to scrutinise every item, so that this House does not violate the provisions of the Constitution. I do not know whether I need to say anything but let me just remind this House that there was a time Supplementary Budget Estimates were brought to the 10th Parliament and you remember they had a computer error. We do not want to get embarrassed again if there are such errors in this Supplementary Budget Estimates.
