I would, therefore, request that before we transact it, we should be sure that we are within the constitutional provision; the Estimates should, first, be referred to the Budget and Appropriations Committee. Why do I say so? Temporary Deputy Speaker, with regard to the Motion before the House, I have heard the Chair of the Health Committee complain about having devolved Kshs64 billion out of the total Kshs98 billion allocated to the Ministry Health for obvious reasons. The people of Kenya decided to devolve the function of health. If you read the Fourth Schedule of the Constitution, you will realize that most of the health functions are actually devolved to the counties. What I do not know and which I think we need to work out properly is the fact that governors and the county governments need to know clearly the function of health has actually been devolved. Temporary Deputy Speaker, I would urge our governors together with the county governments to move with speed and come up with the actual cost of providing those services in our health centres, dispensaries and even provide a list of drugs that are required, including the list of nurses and clinical officers so that a sufficient number is employed.
