Temporary Deputy Speaker, when I took over as a Member of Parliament for what used to be called Gwassi Constituency and now is Suba Constituency more than five years ago, I had an intention of having, at least, one health facility per sub-location. That is because our people die of diseases and sickness which can be cured very easily because health facilities are spread far apart. Many people take time before they seek small medical attention. Hon. Temporary Deputy Speaker, hon. David Ochieng, the Member of Parliament for Ugenya, has brought a timely Motion. I have heard my colleagues say that he should have brought this Motion before the Budget. But this is not the end of Budget process! We still have many budgets that this House will transact. On a point of order, hon. Speaker, Sir. The Leader of the Majority Party has made a very serious statement or allegation that borders on violation of the independence of the Civil Service. Is it in order for the Leader of the Majority Party to mislead this House that whenever we have a new Government in place we have to also change the entire Civil Service? I think this needs to be clarified because our civil servants need to work in offices knowing very well that they have security of tenure in those offices. Unless the Leader of the Majority ...

I am at a loss because the Public Finance Management Act, Section 39(3) is very clear that the National Assembly may amend the Budget Estimates of the national Government only in accordance with the Division of Revenue Act. The operating words there are “Division of Revenue Act.” So, we are just about to discuss this Motion at Order Number 8, which in essence will ask this House to amend the Budget Estimates. Hon. First of all, I would like to say that this is the third year since the promulgation of the 2010 Constitution that we are preparing the Budget under the new dispensation. This is the first Budget that is being processed under the Public Finance Management Act, 2012.
