  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, it is like giving him information. view
  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, I am not giving a contrary opinion. I am just offering advice. I am enriching his contribution. view
  • 8 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, the argument from the Minister makes a lot of sense but I would request you that this matter be referred to the Budget Committee as is stipulated in the law. The Constitution is very clear. The Public Finance Management Act is very clear on what we need to do. What we need is for the Minister to go and offer all these explanations to the Budget Committee so that it is presented to the House with full concurrence between Parliament and the Executive. Mr. Deputy Speaker, Sir, my last remark is that I hope the Minister ... view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, even though I appreciate that the time remaining between now and the time when we are likely to end the life of this Parliament is short, and that we require more time, I am reluctant to support this Motion. view
  • 18 Dec 2012 in National Assembly: When I say I am reluctant, it does not mean I oppose. The problem is that you do not understand--- view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, I have just said that I am reluctant. Being reluctant does not mean you do not support. It is just an expression of my reluctance. I am very careful in the choice of my words. view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, I am really reluctant to support the Motion as it is. If you look at the Order Paper, the time remaining and the commitment on the part of Members of Parliament, you will realize that we are not doing a lot of justice to the Bills that we are passing currently in this House. I am concerned that some of the Bills that are being presented to us; even though I support retention of the Provincial Administration, this is not the right time for this House to debate some of these Bills. It is really not a ... view
  • 6 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, mine is simple. When you asked the Attorney-General to give his opinion, he did so but his opinion was not very helpful to us. We wanted to know the constitutionality of this amendment. This amendment, therefore, is, in my view, properly before us and we request that you rule that it be deliberated appropriately when the time comes. view
  • 4 Dec 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. With all due respect to my friend, hon. Khalwale who I left on the Back Bench just the other day, you have heard him allege and make accusation against “a few Members on the Front Bench” without specifying. I sit right on the Front Bench and have never been corrupt. Without specifying who these Members are, then it will be very difficult for Kenyans to know the difference between those who are corrupt and not corrupt on the Front Bench. Could he substantiate and explain who these Members are? view
  • 4 Dec 2012 in National Assembly: Madam Temporary Deputy Speaker, given that the time I am allocated is quite short, I will just make quick comments. view
