First, on the issue of IDs and waiting cards, if we still had enough time, then I think these was a very good proposal. It is not the duty of Kenyans who have registered to get ID cards. It is the duty of the Government to provide ID cards to its citizens. Once an individual has registered, that is the bit that that person can do. Two, on the issue of registered members, for me, this is very critical. We have seen in the recent past that Kenyans really like going to court, because of the new dawn and era. If we make a mistake of creating loopholes even for ourselves--- I win to run on ODM for Gwassi Parliamentary seat, which will be Suba and someone will run to court, a busybody who lost, to say that someone participated in nominating me. Mr. Deputy Speaker, Sir, I am not forgetting that I am an Assistant Minister, because I have been an Assistant Minister for a while now. To me, I think the time of this House is not supposed to be taken for granted. Since we passed a report in this House, it would be important to put this matter to rest by Mr. Speaker ordering or asking the Committee on Implementation to report to this House within a specific timeline why the recommendations of this House have not been implemented by the Central Bank of Kenya (CBK). Madam Temporary Deputy Speaker, Ruma National Park falls in my constituency. My constituents have suffered a lot in terms of animals coming out of the park and destroying our crops and killing people. Any attempt to drive the same animals back to the park by my constituents results into unnecessary and arbitrary arrests. Even without referring this matter to the Committee, I would urge the Ministry, because that is provided in our Standing Orders, to take this matter seriously; get the petition and implement it wholly. Madam Temporary Deputy Speaker, Ruma National Park falls in my constituency. They even sought intervention from the Commission for the Implementation of the Constitution (CIOC) which was not granted. Therefore, they bulldozed the Government. I think it is important for the Government to negotiate with the KNUT and the teaching fraternity from the point of honesty. I think there has been a lot of dishonesty on the part of the Government.
