On a point of order, Mr. Deputy Speaker, Sir. I do agree that this Coalition Government is a government of collusion, collision and confusion. But the selection panel was appointed by the Executive - the two Principals. The hon. Member, speaking as a Cabinet Minister in this Government, comes to the House to complain and lament about wrong things done by the Executive without resigning. Is it in order?

Mr. Speaker, Sir, it seems this Assistant Minister does not have any child either in primary or secondary school. If he has any, then they are learning in private schools and that is why he does not care what happens in public schools. You see the way he is casually answering this Question. Is it in order for the Minister to evade addressing a legitimate challenge to him to explain and give us documentary evidence that the Attorney-General gave him the advice to seek advice from the PPOA? What we have are three letters from the Attorney-General with the same opinion. We have a letter which I can also table from the Ethics and Anti-Corruption Commission (EACC). On a point of order, Mr. Speaker, Sir. The only document that the Minister is relying on for holding this process is the purported communication from the Attorney-General’s office. I think it would be in order for this House to get a copy of this letter from the Attorney-General, telling the Minister specifically to refer this matter to PPOA. This House is entitled to the truth and facts. I request that the Minister is compelled to table the communication from the Attorney-General’s office because we do not have it.

Mr. Temporary Deputy Speaker, Sir, credibility of examinations in any country is very critical and important. I even wonder why the Ministry continues to retain the same management of Kenya National Examination Council (KNEC) yet every year we have problems with them. Mr. Temporary Deputy Speaker, Sir, C minus and D minus is just a mean grade. Each subject has a grading tabulated which gives you the mean grade.
