  • 1 Mar 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I want to plead with the Chair that this is a very important matter that we are dealing with. This country suffered when the Shilling just depreciated all of a sudden from Kshs80 to Kshs107 to the dollar. Please, protect us so that we can listen to the Chairman and make informed decisions and debate this matter conclusively. Please, do not allow frivolous points of order. view
  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, even though I listened and heard the Chair say very well that this Kshs600 billion was for the year – a whole financial year; 12 months not three – could Mr. Kimunya declare his interest in this matter because we are aware that he was named together with Prof. Ndungu in the Cockar Report? Could this be the reason why he is trying to stop us from debating this important Motion just because he wants to protect his friend? view

Therefore, we need to be helped on how to proceed and know who did this. view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. We appreciate the memorandum from the President but I would like to get your guidance and direction on this particular memorandum. We are all aware that the Constitution of Kenya spells out that this is one of the Bills which had a timeline of 18 months and which lapsed on 26th February, 2012. Given that this House did not extend the timeline for legislating this particular Bill, would it be in order, based on Article 261 of the Constitution, which reads:- “Parliament shall enact any legislation required by this Constitution to be ... view

  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, the other issue that I wanted to raise is with regard to the substance of what His Excellency the President has addressed. I feel that the President has not given us the correct position or the correct interpretation of the Bill that we passed. First of all, it is not true or correct that we are trying to do an illegality by transferring what we call powers from the national government to county governments. His Excellency the President has mentioned security but he has forgotten that he actually assented to a Bill which is now an Act ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, my colleagues are advising me to use the word overlooked but I would probably say he was misadvised. view
