I support and applaud your ruling; but you know the responsibility of determining whether IDPs are genuine or not is on the Government; that is the Executive. In the event that the Minister stands here in the House and tells us that these IDPs are fake, and in the event that the House discovers to the contrary, what action will be taken against her?

Could the Assistant Minister confirm to us why this was not done so that whatever is being experienced in this place, at this moment, would have been avoided in the first place?

On a point of order, Mr. Speaker, Sir. There is an allegation from the Assistant Minister for Education that the House Committee on Budget reallocated money from bursary to drought mitigation. I sit in that Committee and I cannot remember any time that we made such a recommendation and approval for any money to be reallocated. Could he substantiate and provide minutes of the Budget Committee meeting or a communication from the Committee which reallocated that money?

On a point of order, Mr. Deputy Speaker, Sir. On the matter of the date of elections, I am aware that a committee of the House has been going round the country, collecting views of Kenyans on this issue. I think it would be a waste of the time of Parliament to debate a matter that probably needs to be debated in a different way. Asking the Minister to come and address this Parliament will just be asking him to give his personal opinion which we may not need.
