  • 29 Jun 2021 in National Assembly: Committees who earn responsibility and super sitting allowances, are absent. There is no excuse for this. A message must be sent through the Office of the Leader of the Majority Party and I can see the whip is here. The Chair of JLAC should know that and since the Vice-Chair is from my side, I am going to reprimand him. I will let him understand that both the Chair and the Vice-Chair have a responsibility. Finally, the issue of Hon. Junet is very inaccurate. Hon. Sankok has not been given the responsibility of keeping records of those who come here. ... view
  • 29 Jun 2021 in National Assembly: Thank you, Hon. Speaker. Allow me to second this Motion. First, I want to start by saying that the Supplementary Budget II, at one point III, has become the tradition, something that used to be unheard of up to the last Parliament. It is a clear indication of lack of proper planning at the National Treasury. The National Treasury being the department that was rated number one in terms of performance, should demonstrate it by example in planning properly so that we are sure that when we pass the Budget in this country, it is going The electronic version of ... view
  • 29 Jun 2021 in National Assembly: to survive for the 12 months. Otherwise, what we are doing in this House is to put a Budget which ends up being changed three times in a financial year. That cannot help a country move forward. This House must send a very strong warning that going to 2021/2022 Financial Year; we are not likely to support multiple supplementary budgets because, clearly, it is a case of lack of proper planning. Hon. Speaker, the Supplementary Budget was prepared with two objectives. Number one was to provide funds to support the fight against COVID-19. At least that was met by the ... view
  • 29 Jun 2021 in National Assembly: all the counties where people are fighting. Some members of county assemblies (MCAs) are fighting with their executives because they want some pending bills to be paid and then a fight breaks out. This happens even at the national level. You will be surprised that some people are canvassing around for pending bills, including those of the Legislature, to be paid. This is an issue that needs to be addressed. I do not want to go beyond that, but there is just one thing that I wanted to point out. A dam could not be constructed in Kajiado and that ... view
  • 24 Jun 2021 in National Assembly: Hon. Temporary Deputy Chairman, the reason Article 114 is there is to deter possible mutilation of very serious business like this one by Members who would bring frivolous and malicious amendments. view
  • 24 Jun 2021 in National Assembly: My friend Ichung’wah still thinks he is still the Chair of the Budget and Appropriations Committee. I agree with Hon. Ichung’wah that our banks sometimes become exorbitant and mistreat our people. But the right way to go is not to impose tax measures which will affect investment. As a country, we need to encourage investment because it creates job opportunities for our people. We do not live in an island or in isolation. We operate with our neighbours. The moment we make business environment in Kenya difficult, we will be telling people to go to Tanzania, Rwanda and Uganda. The ... view
  • 24 Jun 2021 in National Assembly: borrowing from the banks. That is the only way or route. If Government stops borrowing a lot of money from the banks, there will be enough resources for other Kenyans. Otherwise, I do not want to say much. I wanted to react to what Hon. Ichung’wah said. I support the amendment. view
  • 24 Jun 2021 in National Assembly: Hon. Chair, you know I am a seasoned Member of this House. Let us not allow certain remarks which lower the dignity of the House. You cannot say a Member has regained his senses. Hon. Pamela needs to withdraw and apologise. We are having a debate. We are not in a baraza somewhere. view
  • 24 Jun 2021 in National Assembly: Hon. Temporary Chairman, we wanted to ask if early adulthood is defined. Which age bracket is it? When you go too fast, Hon. Temporary Deputy Chairman, sometimes… view
  • 24 Jun 2021 in National Assembly: Hon. Temporary Deputy Chairman, I support, but we also need to be very careful. There are certain things that could be used for agriculture and other things. When we talk of other hand making machinery… view
