  • 24 Jun 2021 in National Assembly: Hon. Temporary Deputy Chairman, I fully agree with the Committee. By the way, I just wanted to correct some insinuation that I saw in today’s newspaper that Members of Parliament have seen the light because our term is just coming to an end. I do not think there is any time that we have failed to protect Kenyans on essential commodities. In 2013, yes, we brought a lot of basic commodities to be vatable, but I brought an amendment in this House and we reverted them. The only time we have brought something that is controversial was the issue of ... view
  • 24 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Hon. Duale has spoken for me. We need to seriously think about the life of senior citizens of this country. As you age, just like a car, there are a lot of issues. When a car ages, there are issues of friction and wear out. The same is with human beings. As you grow older, a lot of issues start coming up. As the grandfather of this House may tell you, the way he was feeling 30 years ago is not the same way he is feeling today. Even myself. The distance I used ... view
  • 24 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. This is a very progressive amendment. I think there is a criminal act that employers have been committing in this country and more particularly in the public sector. The only thing I wanted to point out is that in future, it should be considered because as an accountant, I like things which are clear. If the KRA collects the money, it should not keep it for any reasonable time. So, it should spell out to KRA to remit the money immediately or at what particular time. The KRA can also play games. We know ... view
  • 24 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I second this Motion. I also want to just say a few things. I join the Chair of the Committee in not only thanking the Members and others, but also to thank the Committee and the Chairperson, herself, for the work they did in coming up with very progressive amendments to the Finance Bill. Always, Finance Bill is a very contentious Bill. The Executive is usually very resistant to support any amendment. I am happy we have managed to reach some reasonable ground with the Executive. I just want to say one last thing ... view

  • 22 Jun 2021 in National Assembly: Thank you, Hon. Speaker. There is very little to say now on the Appropriation Bill because we are all aware that the Appropriation Bill is derived from the product of Committee of Supply, as the Leader of the Majority Party and the Mover said. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 22 Jun 2021 in National Assembly: This House considered the Report of the Budget and Appropriations Committee and passed it with amendments, which was later translated into Committee of Supply. We took several hours here in the Committee of Supply to discuss each and every vote for the Ministries and all the programmes. Now, what the Budget and Appropriations Committee has done, through the Chairperson, is to take that and translate it into a Bill which, if passed, will be assented to by the President. I just want to say one thing: The reason why we are fast-tracking this Bill is due to the coming into ... view
  • 22 Jun 2021 in National Assembly: Hon. Temporary Deputy Speaker, I am really concerned because this House and Parliament must not allow discrimination. I remember some time back before the Handshake, I actually came to Parliament Precincts - I did not even come to this House - in Orange Democratic Movement (ODM) colours and the security refused saying I could not come in. Now, the same security and Serjeant-at-Arms have allowed this Tanga Tanga Member of Parliament to come in UDA colours. I take offence with this beyond even the ruling from the Floor. Our Serjeant-at-Arms must offer an explanation why when it was ODM then, ... view
