Mr. Temporary Deputy Speaker, Sir, Section 7(f) needs to be deleted, because to me it is a repetition. If you come to Section 7(2)(e)(iii), which talks about the locations and addresses of the branch offices of a political party, they will be in more than half of the counties. It says: “… and it has established branch offices in more than half of the counties”. To me, it serves the same purpose as the previous paragraph; so we, probably, do not have to repeat it.

Mr. Temporary Deputy Speaker, Sir, on coalitions, I am not convinced that we need coalitions before elections. I am convinced that parties are formed to compete in elections. Parties need to compete. If you are not ready to compete in an election, you have no business being in the political arena. We do not want these briefcase political parties. If you want to form a political party, form one with the intention to participate and compete with other political parties in elections, and form coalitions after elections. Mr. Temporary Deputy Speaker, on Clause 7(2)(e)(3), there is also some paragraph that I will suggest that is deleted because it talks of regional, ethnic diversity and gender balance. The immediate paragraph after says not more than two-thirds of the members from one gender. That takes care of the gender balance. You do not have really to repeat that in the next item. To me, that is a repetition and is not necessary.

Mr. Temporary Deputy Speaker, Sir, I want to conclude my contribution by saying that the main reason why we needed to repeal the Political Parties Act was to strengthen political party management. It was to make sure we do away with briefcase political parties and handle the mischief of party hopping. I think that is a real danger in this country. If I elect a Member of Parliament, as a Member of Orange Democratic Movement Party (ODM), I would want to see that Member of Parliament representing me in Parliament as a Member of ODM Party. On a point of order, Mr. Temporary Deputy Speaker, Sir. Did you just hear the Minister say that he hopes after the general elections when the Cabinet will reside out there, that this House will be of mature politicians? Is he trying to imply that currently, we do not have mature politicians in this House?

Mr. Deputy Speaker, Sir, I beg to ask the Minister for Forestry and Wildlife the following Question by Private Notice. (a) Is the Minister aware of the plan by the Kenya Forest Service (KFS) to annex additional 2,737 hectares of private land from residents of Gwassi to add to the gazetted 4,835.7 hectares of Gwassi Hill Forest and, if so, what are the reasons for the move? (b) What measures will the Minister take to ensure that the KFS does not acquire the private land?

Mr. Deputy Speaker, Sir, sometimes I wonder and I keep on asking myself so many questions as to why this Government hates my people. I say that because this Government allowed the Uganda Government to take Migingo Island which is in my constituency. As if that is not enough, now they are annexing land and evicting my people. About 8,000 people are affected. There are also six schools in the area. The Minister is misinformed. He comes and says: “Just pockets”. On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Minister to imply that our people do not want to protect the forest? What we are saying is that the 4,800 hectares which are already gazetted be protected; there is no river in Gwassi. There are only streams in Gwassi. The streams originate from the already existing forest. What you are now taking is where the streams flow to. If you take land up to where they are flowing to, then all Gwasi constituents will be evicted; where will you take them?

Mr. Deputy Speaker, Sir, I am happy that for the first time I have found a Minister who really considers the plight of the Gwassi people. I am impressed by the Minister’s answer.
