On a point of order, Madam Temporary Deputy Speaker. On 21st April, I had sought a Ministerial Statement in this House regarding the revenue account. I wanted it from the Deputy Prime Minister and Minister for Finance. There is a ruling that the Chair was supposed to give on this matter. Up to date, the ruling has not been given. I am concerned that the issue I raised is even continuing and is persistent. On a point of order, Madam Temporary Deputy Speaker. It is really sad that hon. Githae stands to comment on a matter that he has not even understood. I am questioning the issue of differences in revenue accounts. What hon. Githae is talking about is completely out of ignorance.

Mr. Speaker, Sir, I would have wished that the Assistant Minister came to this House and told us that the investigations are ongoing because from his answer he is not even convinced that he is giving us the correct answer. The motorcycles were two and people who were shot were four. So, I guess that there was a passenger and a rider on each motorcycle. In any case, why did the police have to shoot the two? Mr. Speaker, Sir, this looks like an investigation that can take a very short time. Could the Assistant Minister tell us how long we will have to wait for this investigation to be concluded given that it is now six months since the shooting took place? When will this House be informed that the investigation is complete and the circumstances surrounding the shooting made public?

On a point of order, Mr. Speaker, Sir. If you listened to the Assistant Minister, and I am sure you did, he categorically told us that this matter is being handled by the Ministry of State for Provincial Administration and Internal Security. Collective responsibility in the Government dictates that Government departments and Ministries consult. Is it in order for him to evade answering a Question which he could have consulted within the Government to give us a definite answer on?

We have complained, many times. It is true that at one time, Kenya had only one political party. It was a milestone when we became a multiparty democracy. Mr. Temporary Deputy Speaker, Sir, there are some contradictions in the Bill. I have looked at Clause 15(4) which states that: “Political parties aggrieved by the decision of the Registrar under Sub-section (5) may appeal against such a decision to the Tribunal”. There is no Sub-section (5), or at least I cannot see it. So, this must be referring to something else. This is a mistake that needs to be corrected. The other question that comes to my mind is: Is this the way we want to recruit the Registrar? This is because this is someone to be involved in a political process; if you just leave it that this person will be appointed and nominated through the Office of the President, the other question is: How will you involve other political parties?
